The foremost necessity for a state is to maintain its order or to protect its own existance
So-called problem with rogue elements is -"they want to move around unfettered". Or in simple words -"act like talbaan".
No state can allow this type of un-hindered or un--restricted attitude otherwise an open-ended anarchy will become inevitable and the very existence of the state will be at stake.
May that be a citizen, an institution or an organ of the state or howsoever powerful or influential one could be by its significance of task , function or nature of responsibility.
Why-because it is deemed to be contrary to the public order which can not be suspended even for a minutest measure of time.
What can be suspended is the seemingly or alleged "rogue or unlawful activity".
Fundamental principle is -no body can be a judge of himself or itself.
It appears there is a suspension of the right of speech on an individual naming: mubashar luqman.
What he can or must do: Abide by the law and immediately contest the suspension in the concerned court of law that the prima facie decision was not made out as a point of fact or law.

I am very happy today after the banned on Lookman Traitor : I hope Government stop him running away from Pakistan with all the Haram Money he made from Mushi, Malik Riaz, Qadri .
