I did not say that. Of course people are desperate to take risks and go out. And people going on boats are not ghareeb, they spend millions of rupees for a chance out. I went out with a couple thousand dollars myself but was a good student.
My point was that people could decide to wait more time in Pakistan or otherwise think of possibilities outside Pakistan. Russia is one example. You can make a good livelihood. You don't need to go on a launch and they need millions of people at this point.
People are adults and could make their own choices.
