يقينی طور پر آپ يہ توقع نہيں کر سکتے کہ ہم ايک ايسے گروہ کے ليے اپنے وسائل وقف کريں گے جو خطے ميں ہماری ہی مبينہ حکومت کو ختم کرنے کے درپے ہے؟

ريکارڈ کی درستگی کے ليے يہ واضح رہے کہ امريکی وزارت خارجہ نے اکتوبر 4 2011 کو البغدادی کو ايک عالمی دہشت گرد قرار ديتے ہوۓ اس کی گرفتاری اور موت کے ضمن ميں معلومات کی فراہمی کی صورت ميں 10 ملين ڈالرز کی انعامی رقم کا بھی اعلان کيا تھا جس کی اہميت کا اندازہ اس بات سے لگايا جا سکتا ہے کہ بين الا اقوامی دہشت گرد تنظيم القائدہ کے ليڈر ايمن الزھواری پر مقرر کردہ 25 ملين ڈالرز کی انعامی رقم کے بعد يہ سب سے بڑا انعام ہے۔

The Islamic State is getting outside help, with plane drops providing ammunition for the terrorist organization, according to an RT Arabic report. Iraqi government soldiers also say this is a recurring theme and the group is as strong as ever.

The battle for Iraq’s Anbar Province continues to rage, despite bombing campaigns from the US and their coalition allies.

Notwithstanding a big offensive to try and win back territory lost to the so-called Islamic State (IS, formerly ISIS/ISIL) last summer, local Iraqi government soldiers say the militant group is still a potent force.

RT Arabic correspondent Ashraf al-Azzawi ventured to one of the key battle grounds in the fight for Anbar – the city of Ramadi, which is the largest settlement in the region and around 110 kilometers west of Iraq’s capital Baghdad.

According to the reporter, IS are looking to consolidate their positions in the city and are attacking it with more intensity since Iraqi government forces launched a campaign to capture Tikrit, the birthplace of the country’s former leader Saddam Hussein.

Sniper fire and gun fire is constant, as the Iraqi security forces try to make inroads against the terrorist organization.

However, things are not going as easily as planned. The pro-government fighters are up against a well-armed foe, who resorts to suicide bombers and car bombs packed with explosives. Even though the conflict has been raging for more than nine months, the Iraqi army confirms the terrorist group isn’t running short of soldiers. On the contrary, they have access to a vast array of modern weapons and explosives, which are reaching them with continuing frequency.

“Not long ago we saw three planes, which flew towards this area,” said a soldier loyal to the Iraqi government. “Everyone saw them. One was big and it was flanked by two smaller ones. Boxes were dropped from the plane around 500 meters from the Al-Jarash area of the city. Three hours later, ISIS started attacking us. Our ammunition had finished… there’s hadn’t,” he added.

This begs the question of who is supplying the Islamic State with arms. The terrorist group managed to capture a significant amount of weapons as it swept through Syria and Iraq. Saudi Arabia and Qatar have both been rumored to be helping to arm the Islamic State - claims which have been repeatedly denied by Riyadh and Doha.

There have been unconfirmed reports from the Iranian news agency FARS that Britain and the US could be behind the ammunition drops. “A group of Iraqi popular forces known as Al-Hashad Al-Shabi shot down a US Army helicopter that was carrying weapons for the ISIL in the western parts of Al-Baqdadi region in Al-Anbar province” in late February, FARS claimed.

There also have been unconfirmed reports of US weapons and aid dropped from planes falling into IS hands. An undated video released by the unofficial IS mouthpiece “a3maq news” in October showed a jihadist displaying several boxes of munitions with English-language markings.

During the past week, the Islamic State has hit Ramadi with 150 mortar shells and attacked security forces with 23 car bombings, Faleh al-Issawi, the deputy chief of the Anbar provincial council told Bloomberg.

He added that the militants have come up with a new tactic of digging kilometer-long tunnels and planting bombs under strategically important buildings, such as the Iraqi army headquarters.

The Iraqi security forces are doing their best to stem the tide of the IS onslaught and admit that more military support is needed to take back Anbar. When this will come is anyone’s guess, though there are rumors amongst the soldiers who spoke to RT Arabic that more resistance fighters will be sent there as soon as Tikrit is recaptured.

According to reports this morning from SANA, the Syria State News Agency, announced that a U.S. reconnaissance aircraft, most likely a Predator drone, was shot down in Syrian air space just north the city of Latakia.

Sources say that SANA has already broadcast footage of the wreckage on television, including details of signature parts and a wheel.

Many fear that this or a similar incident could inflame an already tense situation between Washington and Damascus, and also Tehran, as the White House continue their efforts to managed a proxy war on the ground in Syria, and airstrikes against supposed ISIS/ISIL targets in Syria and Iraq.

All of this is occurring in front of a backdrop where the US along with the P5 +1, attempting to reach a negotiated settlement over Irans nuclear future.

It is believed that the downed US aircrafts mission originated from one of three likely deployment bases, either from the Ali al Salem Air Base in Kuwait which houses the US Air Forces 46th Expeditionary Reconnaissance Squadron, or from a joint Iraqi-CIA air base located in Erbil, Kurdistan in northern Iraq.

While its possible that the US drone was testing Syrias air defense systems, its more likely that it either was conducting covert military surveillance on Damascus, or establishing targets.

The location of this incident is absolutely key to this story. It happened far away from ISIS-held territory. If the US were conducting surveillance against Syrian government military targets, assets or even persons would be the case with CIA-JSOC targeted drone assassinations - and not against ISIS/ISIL targets around Raqqa, Syria, then this would indicate a CIA intelligence-gathering operation, or assassination operation originating in Erbil. As it turns out, Erbil is classified as a Joint Operating Center which means that drones there could be under CIA rather than US military command.

Another possibility is the Turkish air base in Incirlik. As Dronewars.net reports:

Four US drones have usedairbase in Turkey to undertake surveillance flights against the PKK in Iraq since November 2011 (one was shot down in September 2012). Although these unarmed flights appear to have continued, Turkey has been reluctant to join the US coalition in part due to the kidnapping of almost 50 Turkish Consulate staff and children when Mosul was overrun by ISIS in June 2014, and partly due to political differences over the response to ISIS. Even though the hostages have now been released, tensions between the US and Turkey remain. Recent reports appear to confirm that Turkey is allowing unarmed US drones to use Incirlik for surveillance flights over Syria and Iraq only.

يہ نہيں بھولنا چاہيے کہ اس وقت عراق ميں بالخصوص اور خطے ميں بالعموم اصل مسلۂ آئ ايس آئ ايس کے جنگجوؤں سے جو شديد خطرات درپيش ہيں ان کے خلاف مشترکہ کاوش کی ضرورت کو اجاگر کرنا ہے۔ يہ خطے کے استحکام کے ليے ايک چيلنج ہے جس ميں ايسے کئ ممالک اور فريقين شامل ہيں جن کے درميان شديد سياسی اختلافات اور تاريخی تنازعات کی ايک طويل تاريخ رہی ہے، ليکن انھيں اب ايک مشترکہ دشمن کا سامنا ہے۔

يہاں معاملہ امريکہ کا ايران يا خطے ميں کسی اور ملک کے ساتھ مبينہ اتحاد کا نہيں ہے۔ اصل ہدف ايک مشترکہ مقصد کے حصول کے ليے مل کر کام کرنا ہے۔

اس ميں کوئ شک نہيں ہے کہ اس وقت خطے ميں آئ ايس آئ ايس کے طفيل جاری دہشت گردی سے نبٹنے اور اس عفريت کے خاتمے کے ليے جاری عالمی کوششوں ميں امريکہ شامل ہے۔ اور اس ميں بھی کوئ شک نہيں ہے کہ خطے کے ايک براہراست فريق کی حيثيت سے ايران بھی آئ ايس آئ ايس کے محفوظ ٹھکانوں کو ختم کرنے کا خواہاں ہے۔

تاہم ايران کی شموليت کا ٹائم فريم، وسعت اور اس کا دائرہ کار ايسے معاملات ہيں جن کی فيصلہ سازی نا تو امريکہ کے اختيار ميں ہے اور نا ہی امريکی حکومت اس کو کنٹرول کر رہی ہے۔

يہ بات بھی توجہ طلب ہے کہ يہ امريکی فوجی نہيں ہيں جو آئ ايس آئ ايس کے جنگجوؤں کے خلاف زمين پر لڑ رہے ہيں۔ يہ عراقی حکومت کی فورسز ہيں جو زمين پر آئ ايس آئ ايس کے خلاف براہراست برسرپيکار ہيں۔ اس تناظر ميں يہ فيصلہ اور ذمہ داری کہ عراقی حکومت کی جانب سے آئ ايس آئ ايس سے جاری تنازعے کے ضمن ميں عراقی فوج کی مدد کے ليے کس مسلح گروہ کو اسلحہ فراہم کرنا ہے، مقامی انتظاميہ کی ہے۔ اس ضمن ميں امريکی حکومت کا کوئ اختيار نہيں ہے۔ حتمی تجزيے ميں اپنے شہريوں کو آئ ايس آئ ايس کی دہشت گردی سے محفوظ رکھنے کی ذمہ داری عراقی حکومت اور ان کی فوج کی ہے۔
