I have consistently said after 6 May that Pakistan was reluctant to strike on India in response to their attacks after intervention by the Arab states.

It is very clear that Pakistan was ready to tolerate the murder of its innocent citizens and not to retaliate against India.
They wouldn't have responded if Indians were not stupid enough to start attacking the airbases of Pakistan on 10th May.
