This is nothing but one-upmanship, in order to counter the growing international sentiment against Indian occupation, and that Kashmir has gone from being a bilateral issue, to an international issue

India stands to lose a lot by scraping the no-first-use policy, both economically, and diplomatically, as does Pakistan. So other than being a hollow dhamki, theres nothing to this.
