Indian Channels Reopened without PEMRA Permission

Today, I personally watched Indian channels when i was tuning channels. Surprisingly Other six Pakistani Entertainment also restored today. Any Deal between cable operators and owners of these channels?

PEMRA has no control on these cable operators.. Many local channels are not on-airing properly but these Indian channels are on starting numbers... (serious)
