In my opinion if you eliminate corruption poverty & unemployment will be eliminated automatically then give education and health to the people and focus on electricity and terrorism. But corruption is the main cause of every problem.

I know there is no such thing as a "wrong question" so I will say this question could be worded differently BECAUSE each one of these problems are inter related with each other but I will categorize as
1 - corruption(half the terrorism disappears)
2 - education(half of unemployment solved)
3 - health(a healthy society can accomplish more)
4 - electricity(if it wasn't for corruption , Pakistani officials won't think this long to accept Chinese option when every Pakistani can have access to all the power they need at minimal cost)
5 - terrorism(the biggest terrorist state is the god father of this corrupt establishment , remainder of the terrorism will evaporate once Americans leave this region)
hence unfortunately most of our issues boil down to one thing , CORRUPTION ! should be every Pakistani's first concern
6 - Poverty and employment ( when a society is corruptionless,educated and healthy ...all that takes care of poverty and employment issues by itself for the most part ,also when there is no corruption which also helps your law and order situation then there is more investment , more business , more factories , more labor demand)

CORRUPTION: Once I eradicate the corruption, otehrs will fall in place. The word corruption has a broader context.
TERRORISM: In my opinion there is no terrorism in Pakistan. Its what is imposed on us. Kick Americans out, you will have only few miscreants left to deal with. All these terrorists are brainchild of the CIA, Mossard, and RAW. :)
