That's the way they do their politics, nothing new but that doesn't mean they don't have popular support. They always get their votes on ethnicity doesn't matter whether they deliver or not. In 2008 elections everyone who was aligned with Musharraf got defeated except MQM. You see, one model town incident become a pain for NS while MQM got more votes even after 12 may massacre.

12th may and 17 june are different in nature, on 12th may state was not involved through police but in model town they used Police and was visible for whole nation live, u have right to disagree but i myself did the survey in Karachi in 2012 March and as expected opionion was totally in favour of PTI, so i came back and told my friends and family in europe or States that if 2013 election will not be rigged then PTI will show massive victory

State was definitely involved in 12 may as well the difference was the involvement of Police, for more research see the statements of Waseem Akhtar before the event. PMLN just don't have a capable armed wing to get the dirty work so they've used police while on the other hand MQM always had this luxury. The other thing that was different between 12 may and 17 june is the role of army. Musharraf was right behind MQM that's why no one ever got accountable, while PMLN here is on its own. As for the elections only time will tell but getting 2-4 national assembly seats without using guns will be a radical change in my view, I don't see a 'massive victory' of PTI throughout Karachi as it will take time and deliverance from PTI.

MQM might be better organized and they did deliver in Karachi, in terms of roads, infrastructure but that was it, apparently Urdu speaking start realizing that they have been doing politics on ethnic basis and on them and they are actually the loosers because of them, so they kept quite as they didn't have any other alternative in the past but as PTI emerged, they wanted to come out and vote for PTI but faced threats
