IMF warns against impending crises for Pakistan

WASHINGTON: Officials of the International Monetary Fund are believed to have warned Pakistan that it may face serious economic crises if it does not take immediate corrective measures, IMF sources told Dawn.

Finance Minister Abdul Hafeez Shaikh and other members of his delegation held a series of meetings in Washington last week with IMF and US officials, trying to persuade them to show greater confidence in the Pakistani economy.

And we did succeed in convincing them that we are moving towards economic stability, said the finance minister who left Washington for home on Monday evening. The growth rate going up to 4 per cent, $25.2 billion of exports, a record $13.5 billion of remittances are all signs of strength.
While the IMF staff acknowledged that the economy was showing signs of improvement, they also warned against impending crises emanating from higher commodity and oil prices, expansionary fiscal and monetary policies and the likely drop in external reserves, an IMF source said.

There was also criticism of the governments unwillingness to move on the budget and energy policy in the next budget, the source said.

Some IMF officials also expressed concern about the slow growth and the likely inability of the government to withstand another global economic slowdown, noting that a 4 per cent growth rate was not enough to pull the economy out of trouble.

Responding to the dismal picture painted by the IMF staff on the sidelines of the formal meeting, the Pakistani delegation raised the prospect for a new programme to refinance repayments to the fund, the source said.

There was no positive response from the IMF staff.

The fund, however, has agreed to hold more discussions with Pakistani authorities on a possible refinancing.

In February, Pakistan started repaying a $7.6 billion loan it had received from the IMF under a standby arrangement signed in 2008.

The finance minister told a briefing in Washington that so far Pakistan had paid $600 million and by the end of the current fiscal year, it would pay a total of $1.2 billion.

Experts estimate that Pakistan will require $4.3 billion next year just to pay off the IMF debt.

While exploring the possibilities of refinancing Pakistan, IMF officials are believed to have reminded the delegation of the countrys spotty record in implementing the previous programme.

Experts in Washington noted that while negotiating new programmes with European countries, the fund demanded major adjustments and a programme with Pakistan would be at least as hard or harder than the ones with the European countries, the IMF source said.

The Pakistani team showed interest in a new arrangement with the IMF of about $3.5 billion to $5 billion for repayment of loans.Pakistan, however, had to opt out of a previous $11.3 billion standby arrangement with the IMF because of its inability to implement the reforms the fund had suggested.

And because Pakistan opted out, it did not get the two remaining tranches of $3.4 billion.

Under a repayment schedule agreed between Pakistan and IMF, Pakistan will repay $7.6 billion to the IMF by the end of fiscal year 2014-15.





PERSONAL NOTE: Interesting to see that in 1 news the Finance Minister is trying to hush up the news while trying to keep IMF quiet. And the other report which has quotes from IMF is completely opposite. I have shared with you folks all the figures in my previous threads that State Bank of Pakistan is sitting on NEGATIVE reserves (Net foreign assets). Things are much worse than even what IMF has stated! Protect yourself!

Great insight. Churchill was truly a visionary!

Dad would share with me the stories he got from Grandpa as to how well things ran in the British Raj. I abhor the idea of Slavery, whether be it financial, social or mental. A distaste for the whole Era of the East-India Company. So it puts me to a very odd spot of appreciating what I abhor the most.

Churchill said it all because he exactly knew what kind of planning and implementation had been done during their era i.e to suppress those who had been controlling things properly and to bring those up who wanted nothing but money and luxuries and would do anything in return. They would remain loyal servants to their gora (gora is a strict condition) masters no matter what comes up. Their fear of losing power, money and status would always make them do whatever their masters would want from them.

As far as IMF's warnings are concerned, they did some concrete job raising anna hazare for this matter (we think that anna rose up on his own, hah!) but here planning is going a bit deviated but that too is evidently according to design. We would only improve forced taxation yet wouldn't want to actually implement programs that would eventually make situation better. There is not one but numerous projects that can be started for this purpose. We call vehement patriots crazy yet they do provide some solid information too which is generally seen as absurd as the trend has emerged for the same.

And no! Churchill wasn't a visionary but a bloody manipulator and his tunnel vision only provided insight to what he wanted per his masters. No matter how much we hate the stories about the banking dynasties, international corporate mafias and related things, those all are factual and we are watching it all in front of our own eyes.

So what can the IMF do if a country defaults on being ripped off.

From what I understand, the IMF is a porfit making organisation, and has never lost money for its clients. I also note lots of money is being poured into the IMF, to give it even more to loan to the poor. (UK pledged another 10bil this week).

So what if a country simply said, we are unable to pay now, we want to restructure, and if you don't like it .......go chase those with whom you agreed these "loans" without the right checks and balances to ensure the money would be spent on those in whose name it is being borrowed, ie, the people of Pakistan

They cannot repossess anything, they cannot stop you trading with the world,

in brief what clout do they have?

Apart from preventing future loans (Big deal)

I for one, love Churchill's quotes. Plus his predictions on Nazis and its attacks.

I recently bumped into this story of Maulana Azad and his views on dividing the Muslims of the subcontinent. Not a Subcontinent history buff lekin its amazing to read his views..
