To me islam is nothing without quran and quran is all about establishing a social structure with a social system with a social practice that fulfils all human needs that are necessary for ensuring peace between mankind. This is what all the prophets worked towards and they also established such states every now and then and so did the final messenger.

It is precisely because quran puts demand upon humanity to organise itself in a such away that a good human society comes about that is as free of crime as is humanly possible therefore establishment of such a universal state in my view is inevitable. This is why those who claim to follow the quran must keep on working towards this objective. islam cannot be stopped from spreading no matter what. one day enough people will become properly aware of it so they are bound to implement it to the letter.

I am not talking about rule by a king or mullah or capitalist. It is going to be rule of God by mutual consultation of his people within God set God sent constitutional limits.

First of all what is Khilfah and how it will work should be clearly told after knowing all its aspect we will be able to support it.

It must not be dictatorship or kingship
Khilifaha must not have unlimited power
Must be chosen by the people
He must not be one man show.
After a specific time he must retire and allow others people to replace him
Their must be no enforcement of any law without the will of people
All people must be treated equally and with justice.

By khilafah today the concept of khilafat e usmania comes in mind which was dictatorship and not acceptable.

Khalaafah to put it simply is rule of law based concept wherein constitution=the quran is supreme not personalities. All institutions and people are given rights and responsibilities within which they are supposed to function as a society or community, each person and institution fulfilling its constitutional obligations to best of their abilities.

They are supposed to be elected for administration by general consensus according to set out quranic criterion as well as quranic set procedures. Only those people who are confident within themselves that they can serve the community are to put themselves forward and they are to be elected only if the community finds them trustable and capable of delivering the set out program that ummah needs to implement in order to achieve the set out goals.

The quran paints a very different picture of islamic ruling system than we are used to. This is why it is going to take some time before khilaafah actually comes about because educating the ummah about the quranic way of government is not going to be easy. Especially under current environment wherein people are not willing to think things through objectively.
