An elevated hazard

If the City District Government of Karachi is to be believed, the planned Karachi Elevated Expressway, to be built in the city's busy business district, will be the best thing to happen for the country's commercial capital. However, the project has earned the severe disapproval of a wide array of architects, environmentalists, engineers and a section of civil society. Their views, expressed at a public hearing organized by the provincial environmental protection department last week, make eminent sense given that the planned project will see an elevated expressway running along Karachi's primary thoroughfare -- Sharea Faisal -- for 25 kilometres, connecting the central business district with the city's outskirts, to the north of its airport. Not only will its construction cause massive disruption to the city's traffic system -- already close to a mess on any given day -- it will be an environmental nightmare and an aesthetic monstrosity. Besides, the choice of an elevated expressway seems a bit odd since the trend all over the world nowadays seems to rely on relatively more environmentally-friendly approaches such as building a subway or improving the whole system of traffic by greater monitoring and regulation of private vehicles and introduction of alternative forms of transport. In fact, the planned route of this particular project is such that it will mar the view of many of the city's major buildings and neighbourhoods, since many lie on or straddle Sharea Faisal.
If the project does go ahead, it also involves several private sector organisations, including some of the city's leading hotels, parting with some of their land (presumably in exchange for compensation). However, and understandably so, the hotel owners have already objected to the project, saying that the last thing their guests needed was to see a massive concrete structure blocking the view from their room's window. One primary argument being used by the backers of the elevated expressway is that it will bring in foreign investment and presumably the government will not be paying much out of its pocket to fund it. However, this approach by the federal and provincial governments in Pakistan needs to be modified because projects should not be blindly built just because they bring in large amounts of foreign investment. Instead, the environmental and long-term effects of these projects should also be considered when such decisions are made, particularly the views and opinions of all stakeholders, especially those who are to be directly affected by a project's construction and eventual completion. Not only that, in this particular instance, once built, the expressway will charge tolls for use so to say that there will be no cost to the general public is entirely misleading.
As for the environmental impact, the CDGK is almost dismissive of such concerns. Its version of the public hearing, which is available on its website, suggests that a decision has already been made to disregard the concerns expressed by civil society to the project with the hearing portrayed as one where it was successfully shown that the expressway would have no adverse environmental impact. Surely, such a stance does not help and only reveals that the CDGK considers the whole process of conducting an environmental-impact assessment (as required by law and pending whose approval no construction can begin) of the project as nothing more than a formality. Also, the project shows a distinct lack of priorities in that the city does not have a fully functioning solid waste management and garbage collection system and its government has ambitions to make an elevated expressway stretching some 25 kilometres. More consideration needs to be given to all those who have disapproved of this idea. It would be better if Sharea Faisal was left alone and if at all such an expressway, linking the city's port with the highways to its north, is to be built, then there are other routes which will cause less social, environmental and aesthetic harm. Also, alternatives such as making the Karachi Circular Rail functional, exploring other rail options and the much-needed streamlining of the overall system of traffic management need to be considered before any hasty decision is made.

The Karachi Elevated Expressway

THE Karachi City Government has decided to build an elevated expressway, called the Karachi Elevated Expressway (KEE) from Jinnah Bridge to Quaidabad. The Expressway will pass over Moulvi Tamizzuddin Road, Club Road and Sharea Faisal. is to relieve congestion on Sharea Faisal and provide a fast link between Karachi Port and Port Qasim for port related traffic. The narrowest section of the corridor through which the KEE will pass is from the PIDC to Napier Barracks. This stretch is Karachis potential tourist area and contains its main five star hotels, Gymkhana Club, Sindh Club, Quaid-e-Azam Museum and Napier Barracks (which are heritage buildings). Frere Hall is also in close proximity. In this stretch the KEE will cover almost the entire road width. As required under law an Environmental Impact Assessment (EIA) has been carried out by consultants hired by the proponent. The EIA findings are that the adverse affects of the KEE are minor and can be mitigated. At a public hearing on the EIA citizens and professional bodies expressed serious concerns on the concept and design details of the KEE. However, the design details and the financial feasibility are of secondary importance. It is the concept of an elevated expressway through the most prestigious corridor in Karachi that needs to be questioned. The EIA has stated that elevated expressways in other countries have solved traffic problems similar to the ones faced by Sharea Faisal and that there is no other solution to these problems apart from constructing the KEE. This view conflicts sharply with a large body of technical and academic literature on transport engineering and with the experience of a number of cities that have constructed elevated expressways through their city centres. Bangkok, Manila, Tehran, Cairo and Dubai have all constructed scores of kilometres of expressways. These expressways have not solved traffic problems and traffic conditions in these cities are far worse than Karachi. Dubai, which is nearest to us in geographical terms, is grid-locked for six to eight hours a day. No country in the developed world today would ever dream of building an expressway to their city centres because of the environmental and aesthetic degradation that they cause. As a matter of fact, San Francisco, New York, Boston, Seoul and Paris have actually demolished their expressways and turned them into public space or housing.
This demolition has relieved traffic congestion because it has been accompanied by better traffic management, the development of a larger traffic and transportation plan, segregation of local and thorough traffic and/or the building of segregated bus ways which have supported people opting for taking the bus rather than using a car. In our case none of these alternatives have been explored and nor is the KEE a part of a larger traffic and transportation plan. This was recognised by the consultants during the public hearing. There are also financial issues that have not been seriously studied. The investment by a foreign company for the KEE is to be recovered by a toll on vehicles using the KEE. At the hearing we were informed that the traffic volume on Sharea Faisal that would use the KEE was not sufficient for the company to recover their investment. As such, it has been decided to divert all port related traffic onto the KEE in spite of the fact that other options such as the very feasible routes of the Southern and Northern Bypasses are available. So we will now have trucks, container vehicles and tankers plying overhead the Sharea Faisal in addition to encroachment on urban space and the denial of sun light in the narrower confines of our most prestigious corridor. Again, this decision conflicts with experience for cities like Bangkok, Seoul and Manila are trying to limit or ban heavy traffic on their inner city expressways. Boston has demolished the expressway carrying heavy traffic and in Riyadh the pollution of the expressway passing through the city was so heavy that they decided to vacate the areas on either side of it and forest them. In addition, the Institute of Architects Pakistan (IAP) has pointed out that for an average toll of Rs 20 per vehicle, 143,835 vehicles per day would be required to use the expressway. Where they will come from is not known. The building of the KEE is an ad-hoc and ill-informed decision. It is the expressed desire of the city government to turn Karachi into a world class city. The building of the expressway will certainly not help in achieving this objective

KARACHI: The Institute of Architects Pakistan (IAP) has listed 19 reasons and concerns about the proposed Elevated Expressway (EE) that the CDGK plans to build over the M.T. Khan Road / Shahrah-e-Faisal corridor, according to a press release Tuesday. On Feb 24, the CDGK is holding a briefing on the project at the AKU at 10:30 a.m., the IAPs Amina Nasim Jan told Daily Times.
According to the press release, the architects and planners are not against development; in fact their business thrives with the development in the country but Shahrah-e-Faisal which has been there since before Partition was never designed to support an elevated expressway.
The project proposes to construct a 24km long, 4 lane expressway which will stretch from Jinnah Bridge at Keamari to Quaidabad in Malir. Vehicles will be required to pay a toll. There will be six entry and exit points; Quaidabad, Star Gate, Karsaz, Shahrah-e-Quaideen, Hotel Metropole, and Jinnah Bridge. The EE will be high enough to clear the existing overpasses and will have toll plazas at intermediate levels at the six entry/ exit nodes. There have been very limited public hearings on this project.
Several prominent members of the architectural and engineering communities have expressed their reservations but their concerns have been brushed aside in the rush to initiate this project in the name of development and foreign investment.
The IAP believes that there are several reasons why this project is conceptually flawed and unfeasible: The EE is being developed to ease the current and projected load on Shahrah-e-Faisal. The project does not take into account the alternative route and the relief that will be provided by the Lyari Expressway nor does it consider any different corridors to divert traffic off of Shahrah-e-Faisal.
The EE is proposed to be a high-speed link for freight and passenger traffic between the airport, Karachi Harbour and the Port Qasim. Realistically, there is very limited traffic between the airport and the two ports. Instead there is much greater freight traffic between the ports and the rest of the country, adequately serviced by the Northern Bypass.
It is also not correct to refer to the EE as the Southern Bypass as has been suggested because it bypasses nothing and ploughs through the densest and most valuable real estate in Karachi. The EE also does not service any of the industrial estates of Karachi. There is no direct access to the EE from Korangi, SITE and North Karachi except through residential neighbourhoods. These areas are much better served by the Northern Bypass and the National Highway.
The project proposes to place a limited access high-speed expressway over the alignment of Shahrah-e-Faisal and M.T. Khan Road. This would mean that the expressway would have the same constraints and limitations as Shahrah-e-Faisal and M.T. Khan Road and will hardly allow expressway speeds. For example, the expressway will travel over the Bridge at PIDC, squeeze between Hotel Pearl

Continental and Hotel Sheraton; curve around Hotel Metropole and past Hotel Avari.
By adding the EE, the volume of traffic that can be handled by the Shahrah-e-Faisal corridor may be doubled but the roads leading into Shahrah-e-Faisal and away from it will remain the same. This will create major congestion on roads feeding Shahrah-e-Faisal. An EE is an expensive and inefficient response to the citys traffic problems. When the volume exceeds the capacity of the EE, it will not be possible to widen it. Therefore, this project will have much shorter productive life span than an on-grade highway.
The EE is being proposed as a 4 lane highway with two lanes traveling in either direction (The 6-lanes claimed in CDGK publications includes entry and exit lanes). There is no provision for a shoulder or emergency lane. A breakdown or accident on the expressway will result in traffic jams of monumental proportions, with no escape for vehicles and no access for fire tenders or ambulances except from the six exit points.
The placement of the six entry and exit points is not rationally based on the requirements of the citys traffic but rather on the limited space available for entry and exit ramps and toll plazas. For example, there is no entry or exit at Jinnah Airport. Airport traffic will exit the EE at Star Gate intersection and merge with Shahrah-e-Faisal traffic till the JIA intersection. There is no interchange at either Rashid Minhas Road or FTC. Residents of Gulshan-e-Iqbal and DHA would have to exit earlier and merge with Shahrah-e-Faisal traffic.
The proposed Master Plan 2020 calls for the development of multiple nuclei, i.e. additional business districts at different locations throughout the city to reduce commuting time and pressure on our roads and other resources. The goal of this proposal is to decrease the dependence on Saddar. This is a commendable proposal in the Master Plan. The EE tends to contradict this goal of the Master Plan as it seeks to concentrate more traffic into Saddar. If this money were applied instead to develop a Central Business District in Port Qasim it would open up jobs there and reduce traffic to Saddar.
Lastly, the increase in the number of cars on the roads in Karachi is not a valid justification for the construction of new highways. The city should not be fascinated by the notion of having an elevated expressway as if such a thing is an achievement that heralds Karachis elevation to a mega city. Elevated expressways are usually the failure of urban planning because they indicate that a city has failed to manage its traffic problems through less dense, less expensive, on-grade solutions.
The construction of the EE will ruin one of the most attractive boulevards in Karachi. Trees along Shahrah-e-Faisal will be lost. It will effectively place a roof over the existing roadway, cutting off sunlight and breezes. Anyone wanting to imagine the ambience of the resulting roadway need only stand under the NIPA flyover or the Liaquatabad Flyover and imagine it extending for 24km.
The increased traffic load on the Shahrah-e-Faisal corridor and the construction of the EE will greatly increase the levels of emissions. The expressway perched above Shahrah-e-Faisal will trap pollution and prevent it from dispersing.
The EE passes through the heart of Karachis thriving commercial, business and tourist districts. Much of its length is over Shahrah-e-Faisal which was recently

designated as a corridor for high rise commercial development. After its completion, traffic on the EE will whiz past the third and fourth floor of these buildings. The high walls of these building will create a canyon-like effect which will trap pollution and amplify noise. The EE will obscure the facades of every building that it will cross, greatly hinder peoples access and will depreciate real estate values.
The price tag for the EE has grown from the initial US$225 million through $250 million to $350 million (Rs 21b). Figures much higher than these have been quoted by independent sources. The feasibility of this project depends on the recovery of the cost through tolls.
The EE project is expected to cost $350 million or Rs 21 billion. The developer is expected to recover their investment by collecting tolls from all vehicles over the first 20 years of its life. This means that the operator will need to collect Rs 1,050,000,000 per year or more than Rs 2,876,000 per day. If the average toll per vehicle per trip is set at Rs 20 that would amount to 143,835 cars per day using the expressway. Divided between the six entry/exit points, that amounts to almost 24,000 cars per exit per day or one car every 3.6 seconds. It would seem unlikely that the CDGKs financial claims about this project will be realized. In which case the foreign developer of the project will claim the CDGKs sovereign guarantee. The construction of the EE will cause severe hardship to the residents of Karachi particularly to the businesses located on Shahrah-e-Faisal. The construction time of 30 months appears to be too optimistic considering the usual pace of construction in Pakistan (foreign developer notwithstanding). The CDGK has not shared any plans with the citizens of Karachi on how it plans to achieve these diversion plans during the construction period and which adjacent neighbourhoods will be affected.
Shahrah-e-Faisal is the main access route to the airport and is heavily used for the movement of VVIPs. How will this access be maintained during construction? What diversionary routes will be used for VVIP traffic at added security risks? There have been no public hearing held to discuss this with residents and businesses along the Shahrah-e-Faisal / M.T. Khan Road corridor.
The EE is not the only solution to the traffic problems of Shahrah-e-Faisal. After its completion, The Lyari Expressway will handle a large volume of traffic currently accessing Shahrah-e-Faisal from the north. The IAP proposes two alternatives: develop an on-grade highway along the Malir River bed and; develop the under-construction road through the Korangi Industrial Area into an expressway. Both proposals can be connected laterally across the Malir River to Shahrah-e-Faisal which will provide a natural detour during VVIP movement. This will allow citizens living south of Shahrah-e-Faisal to use this expressway instead. Both proposals can be connected to Karachi Harbour through limited access corridors through DHA.



A global city vs the environment

THE entire civilised world is greatly concerned with where the environment is going and the world with it. The dangers facing are massive. As an entity, the government of Pakistan seems to be oblivious and carries on in its own merry way. However, there are a few of us who realise the implications of global warming and all that goes with it. Credit must be given to one of our private television channels which, on Earth Day, April 22, showed an Urdu translation of former US Vice-President Al Gores award winning documentary, An Inconvenient Truth. Gores message is quite simple: if you and I do not reduce and cut back our consumer oriented and environment unfriendly lifestyles, climate change will overwhelm us and bring unpleasant and radical changes in life as we know it. Knowing the calibre of our home-grown politicians, it is doubtful if any of those who regulate our lives have bothered to watch it. Prime Minister Shaukat Aziz was given a copy of the documentary by a delegation of civil society groups, spearheaded by the World Wildlife Federation, who met him a month or so ago to discuss the deteriorating water situation in Pakistan. Has he had time to see this documentary? If by some miracle he has seen it, has it made even a small dent in his resolve to transform Karachi the former Pearl of the East, now flooded with katchi abadis, hard hit by electricity load-shedding, drowning in uncollected garbage, stinking with raw sewage which streams directly into the sea into what he terms a world-class global city? The world-class global city (a concrete unlivable jungle poisoned by pollution) mantra of the federal government has been taken up by the Defence Housing Society of Karachi which is hell-bent on the construction of a 14-kilometer Waterfront Development Project along a public beach that does not belong to it, which will cater to the rich and infamous and be totally awam-unfriendly. On alternate Sunday evenings, concerned citizens have organised demonstrations on the beach road (near McDonalds) which so far have had no impact. The Sindh Environmental Protection Agency continues to ignore the environmental impact assessment of the conversion of the shoreline as ordered by the Sindh High Court. Get-rich-quick schemes are infectious in Karachi, as in all other cities of this blighted country. The concept of beach exploitation, with the prime ministerial blessings, has been picked up by the Dubai-based limitless which proposes to develop a new 68,000 acres city along the Manora, Sandspit, Hawkesbay and French beaches, stretching inland to occupy the coastal fishing villages, KDA Scheme 45 and even PAF Masroor base. particular the one planned to run 24 kilometres from Jinnah Bridge to Quaidabad to which numerous groups and concerned citizens have objected (my column of April 8). The government has heeded some objections. Land is not to be taken away from the Karachi Gymkhana or the posh hotels or the Christian cemetery, all of which lie along its route, and the existing rights of way will be used. A committee of experts (mandatory under the Environmental Act 1997) is being formed to review public comments. The City District Government has cleverly sidestepped several issues raised. Why has a $ 350 million contract been awarded without competitive tendering? What are the financial details of the somewhat murky annuity-based BOT? How does the expressway fit in with the overall traffic management plans for the city? Why is the administration not first tackling the massive violations of traffic rules, unlawful parking, encroachments on our roads, and many other traffic planning-related issues? Why are public/mass transport systems not being given priority? Why is inter-port (Karachi Port Trust/Port Qasim) traffic not being conducted by an economically more sound railway system? Lending credence to the fact that the elevated expressway is already a fait accompli (finders fees have already reportedly been paid), and that the Environmental Impact Assessment is but a window-dressing in pretence of complying with the law, is the fact that the City District Government parks officer, Liaquat Ali Khan of the silken outfits, a couple of weeks ago started chopping and transplanting some 2,000 trees from the centre portion of Sharea Faisal. The Japanese care about the environment and they apparently care more about Karachi than its administration. They are prepared to give us funds to build five steel bridges in the city (runs into billions of rupees) but only if we first conduct an environmental impact assessment. Unlike the City District Government, they do not believe that an EIA is a professional study only professionals should be allowed to participate in professional discussion (a quote from the CDGK response to the Institute of Architects, Pakistan, on the subject of the elevated expressway). At the end of last month, the press reported extensively on the signing of an implementation agreement for a $ 160 million landmark project being set up at Port Qasim, Karachi, that will allow natural gas imports into Pakistan for the first time in the countrys history. The project comprises a floating liquefied natural gas (LNG) re-gasification terminal being set up by Excelerate Energy of Texas, USA, for Pakistan Gasport Limited, a local company whose principal sponsor is the Associated Group, the largest single producer of LPG in Pakistan. The project envisions the berthing of a re-gasification vessel which will be charged through smaller LNG carriers coming up the Korangi Creek, past residential localities, fishing villages and other port traffic. The re-gasification process will convert the liquid gas to high-pressure gas on board the ship and deliver it directly into the Sui Southern Gas Company Limited network. Such a process has numerous environmental downsides, and is fraught with the hazard of an LNG leak forming a vapour cloud whose explosion and fire could destroy habitations and structures many miles away (download LNG Vapour Cloud Danger to our Communities at http://timrileylaw.com to verify the perils).

It may be of interest to the citizens of Karachi to know that the California Coastal Commission unanimously rejected a proposed $ 800 million Cabrillo Port 72-million gallon floating LNG terminal approximately 14 miles off the coast of Malibu. The final environmental impact statement for the project acknowledges that it will cause significant impact to air and water quality, public safety, marine wildlife, views, recreation, noise and agriculture impacts that cannot be mitigated or avoided. Residents of coastal California have been lobbying for months against the venture. The citizens of Boston are fighting to end the dangerous passage (commercial traffic, roads and bridges are closed during this time) of LNG tankers into Bostons inner harbour. These LNG tankers have been termed floating bombs vulnerable to terrorist action. Excelerate Energy is now constructing a deepwater port 12 miles outside Cape Ann in Massachusetts (outside US territorial waters). Why cant our gas port be built far away from human habitation? A Japanese-type environmental impact assessment needs to be conducted for the entire project. It should be clear that many of the tensions and conflicts that exist in Pakistan are related to environmental problems generated by islands of prosperity in oceans of poverty, to quote from an address made by President General Pervez Musharraf in February this year. As is being increasingly perceived around the world, especially in the European Union, climate change, brought about by destruction of the environment and progressive decimation of living species, is no longer merely an economic or environmental issue. Margaret Beckett, the first woman foreign secretary of the UK, recently stated, Anyone wanting to trace the links between what science is telling us about physical impacts and the broader ramifications for our security would do well to read a startling report that appeared last Monday. The Military Advisory Board is a group of the most respected retired Admirals and Generals in the United States. . . . They are about as far as you can get from the old stereotype of a tree-hugging environmentalist. And yet in that report they state, categorically, that projected climate change poses a serious threat to Americas national security. It is, they say: a threat multiplier for instability in some of the most volatile regions of the world. In other words, an unstable climate will make the very kinds of tensions and conflicts that the Security Council deals with, day in day out, yet more frequent and even more severe. Now, who, repeat who, amongst what is erroneously known as the ruling elite is capable of heeding all that we read and know? KEE: a project we can live without

THIS has reference to the Karachi elevated expressway issue which has been covered by news reports in your esteemed daily. There are several lessons that can be learnt from the various other contexts which had built expressways in anticipation of solving traffic problems. Many of those city administrations have already demolished them. The historic city of Boston, Massachusetts, is a prominent mention. An elevated central artery was inaugurated as early as in 1959 to ease the traffic flow. Soon it was realised that it was doing more harm than good. After careful thinking and consequent planning, a massive $14.6 billion project was launched to replace the six-lane elevated highway with an eight- to-10-lane underground tunnel which is regarded as a civil engineering marvel of the present century. Bostonians have since been celebrating the cultural and social union of the city which was separated by an ugly-looking transport corridor. Likewise, Milwaukee, Wisconsin, has demolished its Pak East Freeway for similar objectives. In Seoul, South Korea, a 3.7km stretch of expressway has been demolished to revive the cultural activities and spaces on the River Cheonggyecheon edge. Many more examples can be cited. It is most unfortunate that while the other cities are learning from mistakes of yore and rectifying them, we are committing fatal mistakes without even a reason for them. The Karachi elevated expressway is an undesirable project which will ruin the traffic, aesthetics and social structure of this unfortunate city. BESIDES your timely editorial, Karachi elevated expressway (April 8), several articles have appeared on the subject recently by eminent experts like Ardeshir Cowasjee, Arif Hasan, Mukhtar Alam, indicating that the project awarded to IJM Malaysian firm without inviting competitive tenders at a cost of $225m, rising to $350m or $500m, is badly flawed. It is claimed to require 142,835 vehicles daily, including cars and heavy trucks, paying Rs20 to 40 per trip, to retrieve the cost in about 20 years. The toll will be taken away in

foreign currency by the investors. Only experts can judge how it compares with debt-servicing the taxpayers will have to pay for a long time. Most of the concerns of the writers include environmental pollution of air, noise, restricting access to sunlight, view, higher congestion at inlet and exit points causing gridlocks, besides accident hazards by heavy trucks, trailers, oil and hazardous cargo tankers, using the elevated expressway, apart from heavy dislocation due to construction activity on roads for several years. The technical, economic and financial feasibility has not been prepared and the route is also not the most congested one, as compared to other routes like TowerSohrab Goth priority #1, Cantonment-Orangi priority #2, Nazimabad-North Karachi priority #3, and forms only priority #4 of the 1991 approved Mass Transit Master Plan. Boston, New York, Seoul, Paris and San Fransisco have dismantled such elevated structures due to similar reasons. This route can be easily served at a fraction of cost, little environmental hazards, by implementing the railways century-old plan to add two more tracks from the KPT to Pipri, with modern signalling, to operate more efficient freight and fast, economical metro rail for commuters, with improved access to stations, helping drastic reduction of cars, the main culprit for congestion. Extra land is available since 1860s. This will permit all the cargo traffic off Karachi roads, easing congestion, besides saving losses of the Pakistan Railways, reducing highway wear, and saving a billion dollars of fuel imports. The biasedness at its peak. Not just last 10 years. These areas which are considered the castle of PPP. They always show there support to PPP. But result was Zero. City Nazim issues directives for development of Hawksbay Scheme 42

Oct 30: Nazim Karachi Syed Mustafa Kamal has directed that planning, designing and master plan of whole area of Hawks bay Scheme should be done through a well known firm to develop this coastal area into one of the most beautiful scheme.
Addressing a meeting of the governing body of Lyari Development Authority he said that the government was taking various measures to make it a model area.
He further added that at least 2 water purification plants are being installed in Hawksbay Scheme with a capacity of 250mgd water. This area will be supplied with water from this plant through pipelines for which all arrangements are being made.
The meeting which was attended by DCO Karachi Javed Hanif Khan and other members informed that in total 45380 plots have been allotted in the Hawksbay Scheme 42 and the development work was being carried out rapidly with an estimated cost of Rs.23000 million while the authority was in a position to distribute plots to allotees in some sectors.
Addressing the meeting Nazim Karachi said that work on a bridge at Habib Bank Chowrangi will start soon and after the construction of this bridge the distance from Hawksbay Scheme to Airport via signal free corridor-I will be reduced significantly while the work for shifting of godowns from Mauripur Truck Stand and Hawksbay Road to Northern bypass will also be started soon for which all planning has been done.
He also instructed EDO Mater Plan to provide all possible help in this regard to Lyari Development Authority and to hire a well known firm for preparing master plan of whole area.
The City Nazim also directed concerned officers to accelerate pace of development works and added that the government has already initiated fast paced uplift works for lying of infrastructure and provision of all basic facilities to citizens.
He said that the government has revived all those residential schemes which had been laid in pending for last 30 years to provide low cost and quality residential facilities to citizens to solve the problems faced by low income group.

Nazim Karachi announce Rs.200 million road infrastructure package for Lyari

Nov 01: Nazim Karachi Syed Mustafa Kamal while officially inaugurating 60 million gallon daily additional water supply to Lyari announced a further Rs.200 million package for correcting road infrastructure in Lyari and said that very soon work will begin on this package.

He also announced to give free connection to Lyariites from the newly laid especial line of 6mgd water. Additional Senior Vice Chairman of KWSB Muhammad Moin Khan, M.D KWSB Ghulam Arif Khan, Lyari Town Nazim Malik Faiyyaz Alam and others were also present on this occasion.

Addressing a huge gathering of locals and media representatives on Thursday at Miran Naka to inaugurate the 6mgd to Lyari he said that Haq Parast leadership has solved the half century old water problem of Lyari for the next 50 years.

Town Nazim Lyari Malik Fayyaz in his address thanking City Nazim Syed Mustafa Kamal on behalf of the Lyariites acknowledged that he has solved an old problem of Lyari and this year we had a very good Ramzan.

He said that when he went to City Nazim with the demand of additional water supply for the area, he did not waited for a minute and gave his formal approval and now he has fulfilled his promise.

Malik Fayyaz also thanked City Nazim for sanctioning Rs.200 million package for construction and rehabilitation of roads in Lyari.

Earlier on reaching Miran Naka for inauguration of additional water supply to Lyari City Nazim Syed Mustafa Kamal was greeted by hundreds of local women, children and elders chanting slogans of long live City Nazim, long live Mustafa Kamal and showered flowers on him.

Addressing the media representatives on this occasion City Nazim Syed Mustafa Kamal said that with the grace of Allah, today 6mgd water supply to Lyari has begin and the special characteristic of this project was that every drop of water from this line has been made available to Lyariites as this project has been planned in such a way that no one will be able to steal water from this line.

He said that the uplift works initiated by City Government in Lyari had nothing to do with the elections or votes and we did not have we been working here to get votes or to get any benefit in the coming elections because it is my duty to work and solve the problems of anyone living anywhere in Karachi.

He pledged that if required in future more such projects will be awarded to Lyari to solve the problems of people because the Haq Parast leadership has been working for every nook and corner of the city without any discrimination of cast, creed or community and that's why we have never discriminate with 4 towns nazmeens belongs to other parties. Whenever they asked or talked about any problem of their area we listened them and issued immediate directives for their immediate solution, he added.
Nazim Karachi said that in the last 60 years no government has ever paid any attention to less developed areas of Lyari, however, our city government while considering this as its duty has solved an oldest problem of this area and with the grace of Allah we have been succeeded in overcoming the water crisis in these areas which has been admitted by our political opponents too. He also directed officers of KWSB to pay attention to water and sewerage problems here dutifully as any negligence in this regard will not be tolerated.

HAWKSBAY AREAS TO GET NEW ALTERNATE ROAD IN 18 MONTHS.

09 Dec 2007:

Karachi. Dec 09: Hawkesbay Scheme 42 and its adjoining areas including old Goths would become an ideal and beautiful town in future with sea on one side and beautiful hills on the other side. Work of lying water, sewerage lines and construction of roads has already begun in the area under a 50 year planning.

This was said by City Nazim Karachi Syed Mustafa Kamal while inspecting the construction work of 8 km long main road from Hawksbay Scheme 42 to Northern Bypass RCD highway with a cost of Rs.170 million. EDO Works & Services Nisar Sario, D.G Lyari Development Authority Sarfraz Ahmed and other officers were also accompanied him.

The City Nazim on this occasion directed concerned department to conduct an immediate survey of the area for construction of small dams and submit its report within a week so that work on this project could also be initiated with funds already allocated.

He also called on DCO Javed Hanif on telephone and directed him to visit this area on Monday along with EDO Master Plan, EDO Revenue, EDO W&S and Director General Lyari Development Authority and prepare a master plan of this area so that a thorough survey of the area could be worked out under 50 years planning.

While inspecting the under construction road Nazim Karachi said that besides Mauripur Road this new road would provide another alternate path to entire coastal belt including Hawsbay Housing Scheme 42, Paradise Point and Kenupp which would be completed in one and half month.

He said that this road would have two tracks each 32 feet wide while a service road was also being constructed on both sides with storm water drains alongside road.
Nazim Karachi said further directed for construction of small dams and big concrete drains in Scheme 42 and adjoining areas to link them with the main drain.

He said that already affectees of Lyari Express way have been resettled in sector 6-9 and 10 of Hawkesbay and with the commencement of more such schemes people would change their abode here.

Nazim Karachi said that the only road connecting these areas with main city was Hawkesbay Road which has been overloaded with traffic and due to constant traffic jam on this road an alternate way has been planned for these areas. He said that this road would also serve as a direct link for these areas with the Northern Bypass and Hub River Raod.

He said that besides city areas Haq Parast leadershipwas also paying special attention to suburban and rural areas and all efforts were made to make our rural areas beautiful and well planned.

CITY GOVT. TO OPEN PART OF LYARI RIVER BRIDGE WITHIN A MONTH.
30 May 2008:

Karachi May 30: Nazim Karachi Syed Mustafa Kamal has said that in order to solve traffic problems the city government has performed development works under thorough planning and while considering future problems. The previously blocked and inaccessible roads have been opened up as new ways to reduce the pressure of traffic.

He expressed these views during the inspection of the development works for under construction Link Bridge between Gadap and New Karachi Town at Lyari River.

The City Nazim said that the new Shahra has been constructed to connect Super Highway with Northern Bypass. The road on both sides of this Shahra has already been completed. A part of the bridge will be opened to traffic within a month while both parts of the bridge will be available for traffic within two months.

He said that hundreds of factory workers in North Karachi Town and Federal B. Area would be facilitated with this new Shahra while the travel distance from North Karachi, Orangi and Surjani to Super Highway will also be reduced considerably.

This two lane road will besides providing better travel facilities to citizens also decrease the traffic pressure at the busy Sohrab Goth junction, he added. Nazim Karachi on this occasion directed the engineers of city government to ensure their presence all the time at the project and to oversee the development works while an authorized officer of the consultant firm should also be there every time.

He also instructed to speed up the work by incorporating more machinery and manpower so that the project could be completed in least time and the Shahra be opened for traffic. Nazim Karachi also reviewed all parts of the road from Superhighway to Northern Bypass and the development works to connect the Shahra-e-Qaddafi with the Northern Bypass.

On this occasion he said that this road will provide more convenience to the residents of Orangi Town as they will have a new way to access Superhighway and RCD Highway.

LYARI TOWN NAZIM ADVISED TO MAINTAIN STRICT DISCIPLINE.

Karachi. Aug 31: Nazim Karachi Syed Mustafa Kamal has said that the Haq Parast leadership has given special attention to the progress of Lyari during the last two and half years, however, more such measures are needed on the town level so that the remaining problems of town could be solved without delay.

He said this during a meeting with the Lyari Town Nazim Muhammad Hashim at his office.
Nazim Karachi said that the city government will undertake tree planting and greenery work on four big roads of Lyari while the municipal services department will help town administration in lifting of garbage and waste to improve the sanitation conditions.

He said that we have laid down water and sewerage pipe lines especially for Lyari with a cost of millions of rupees that has made supply of water possible to residents of Lyari after a period of 30 years.

Nazim Karachi said that we have done all this purely on humanitarian basis and only on the request of the Lyari Town Nazim. The Lyari Town Nazim informed the City Nazim about the establishment of complaint center in Lyari and the administrative measures that have been taken to improve the performance of town administration. Nazim Karachi further said that the city government was paying full attention on Lyari despite of facing a short fall of billions of rupees in the current budget. He also directed town nazim Lyari to mobilize union nazims further and maintain strict discipline in the administrative affairs so that the citizens could get maximum facilities at the earliest.

INAUGURATION OF WATER SUPPLY PIPELINE FOR KARACHI ISLANDS.
04 Feb 2008:

Karachi Feb 04: Water supply to 300 years old Baba, Bhit and Salehabad islands of Kemari Town was inaugurated on Monday by Governor of Sindh Dr. Isharat-ul-Ebad Khan at Baba island near Manora.
The project under which these 3 islands were supplied with drinking water through specially laid 134km long under sea surface pipeline had an estimated cost of Rs.340 million.

These islands were deprived of this facility since their came into being as no previous government had ever paid attention to their problem, however the city government under the leadership of Haq Parast Nazim Syed Mustafa Kamal planned a special pipeline through sea to these islands for which it hired the services of an experienced Dubai based firm M/s NCL -Matracon (J.V.).
With the completion of this project resident of 3 Kemari islands, Baba, Bhit and Salehabad got drinking water in their home taps whereas before this thousand of these islanders had to fetch water from Kemari through boats.

The City Government has laid a 134km long 10 inch dia pipeline for the purpose out of which 8 km part was laid under sea surface while internal infrastructure has also been laid in the islands for water supply to homes.
Under the plan 2000 and 600 connections have been provided to Baba and Bhit islands respectively while the work for giving connection to Salehabad Island was still in progress.

City Government has completed this greater water supply project to islands in a short period of 7 months.
On this occasion while addressing a ceremony Nazim Karachi Syed Mustafa Kamal said that Haq Parast leadership has paid special attention on these areas which had been always ignored by past governments.

He said that over 50 thousand people who live in these old islands had a daily water requirement of nearly half a million gallon, however we have arranged to provide 0.7 million gallon water daily to them which would be enough for the requirement of next 20 years.

Nazim Karachi said we had not been asked for this by anyone from these islands as these people never imagined toget drinking water through under sea pipeline but we only have done this as a service to mankind and to follow our party directives.

When we got this information that the residents in these islands were living without any arrangement for drinking water, I myself visited there to see if it was true and indeed it was a pity that a population of 50 thousand remained without this basic facility of life even after 58 years of our independence, the Nazim said and added that he had issued the directive on the same day for immediate measures to supply water to these people and after the start of work and in just 7 months water supply has been delivered in the homes of these islands. He said that despite the fact that it was one of its kind experiments in Pakistan the whole plan was executed with great success and with the help of experience and excellence of a Dubai based firm.

City Nazim said that the Haq Parast had always believed in serving mankind aalthough we did not have a single councilor from our party in these islands but we have solved their problem by considering it a basic human problem.

He said that besides laying of water pipeline and developing infrastructure water reservoirs have also been built in all three islands with a capacity of 50 thousand gallon each while three water pumps of 60 horse power have also been installed in these islands.

Nazim Karachi further said that if Haq Parast government had not paid attention on these areas then the residents of these islands would still have to wait for many years to get drinking water through lines.
He said that we have supplied water to each and every nook of the city on equal basis and without and discrimination and there is no any area in the city where clean drinking water was not supplied.

He said that water is a basic need of every human. Our initial 2 years have spent in correcting water and sewerage infrastructure in the city. If these basic works had been done in past then today we would have been doing other works and these major amounts would have been spent on providing better health care and education facilities to citizens, however we have done these basic jobs and now we would give priority to education and health sector in future for which we have included them in our priorities. The town nazim Kemari Humayun Khan in his address thanked Nazim Karachi for providing a basic necessity like water to residents of Kemari islands.

CITY NAZIM LAYS FOUNDATION STONE OF NEW 48 KM ROAD AS LIFE LINE TO 34 KARACHI GOTHS.

Karachi. Dec 16: Development Projects initiated by City Government in the old Goths of Karachi have been entered into final stage of completion and after that first time a complete model infrastructure with roads would be established in centuries old Goths and the residents of these areas would started to get civic facilities.

This was stated by Nazim Karachi Syed Mustafa Kamal while talking to journalists after lying foundation stone of the shahrah linking Mubarak Village to Hub River Road on Sunday.
EDO W&S Nisar Sario, Deputy GM Operations KESC Muhammad Iqbal and officers of city government and KESC were also present on this occasion.

Almost 90 percent work of 48 km long shahrah constructed with a cost of Rs.155 million has been completed and the work would be finished within a week. In all 34 old Goths surrounds this shahrah where previously no road was exists.

City Nazim Syed Mustafa Kamal took special interest in this project and issued directives for provision of water and power supply system in these areas. After that the KESC has begun work on supplying power to 34 goths and the same was expected to be completed within 2 to 3 months.

Nazim Karachi on this occasion said that although no one had demanded to construct this road but we did this only as our duty to provide basic facilities to each and every one living anywhere in the city. These villages were remained cut off from rest of the city during rains and the residents had to face tough time even to get flour to prepare food. In the second phase this road would be made two track while school and hospital were also being constructed here.

City Nazim said that this being a unique road would also be a life line for millions of residents of these Goths and within a week it will be linked with the Hub Chowki after which 5 hour journey would be covered in just 15 minutes.
Nazim Karachi also visited Goths of Union Council Gabopit along with the media representatives and inspected constraction work of the road.

He said that it was necessary to link these Goths to city areas however the residents here faced transportation problem which has been solved and after completion of concrete road other problems of these areas will also be addressed.

Nazim Karachi said that with the completion of this road Hawksbay bound traffic would also get a third routeand the citizens heading to Hawksbay for recreation would have much relief.
He said that more than making name for us we believed in doing more and more practical work and besides urban areas the city government was also doing development works in rural areas. This area was deprived of any road since 50 years; however, we managed to conduct a complete survey of the area and begun work on the construction of the road which has now 90 percent completed.

Nazim Karachi said that the Haq Parast leadership has been doing all this to serve the humanity and we will continue to do so in future too.

CITY GOVT. HOLDS MEDICAL CAMP AT MUBARAK VILLAGE UNDER I OWN KARACHI PROJECT

Karachi. June 15: Thousands of residents of Mubarak Village were tested for various diseases like sugar, cholesterol and blood pressure on Sunday during a medical aid camp held under I Own Karachi project launched by City Nazim Syed Mustafa Kamal in August 2008.

More than 2500 locals of this remote village of Kemari Town benefitted from this camp who also got free of cost medicines and gifts for kids.

The camp was held on the directives of Nazim Karachi Syed Mustafa Kamal in which 42 volunteers of I Own Karachi program along with over 20 professionals from medical department including doctors and paramedical staff participated.

The management of I Own Karachi program set up many stalls in Mubarak Village on this occasion where more than 2500 villagers availed the free of cost facility of testing various diseases. The doctors also gave away free medicines costing Rs.1million to patients during the diagnosis process. Gifts amounting thousand of rupees were also distributed among more than 250 local kids during the competition for various games among the children.
The Project Director of I Own Karachi Tooba Zarif had while talking to media representatives on this occasion said that the program was aimed to create sense of ownership and spirit among the citizens of Karachi.

She called it a good omen that the citizens from each and every nook and corner of Karachi responded to the call and got themselves registered as volunteers in I Own Karachi Program.

Tooba Zarif further said that City District Government Karachi has performed development works all over the city without any discrimination. The program I Own Karachi was also aimed to eliminate the disparity between urban and rural areas of Karachi.

She assured the residents of Mubarak Village that the volunteers of I Own Karachi Program will again visit this area in future.

Talking to media representatives, the local social worker Muhammad Haroon said that they have been living there since last 300 years. This is first time that the government had focused our problems. He thanked City Nazim Syed Mustafa Kamal for construction of road network and model school in the area.

MQM represents that urban part, who has been giving lion share to the govt in terms of revenue. But, only, last 8 years since independence, development are being done at some extent. And these basic development of urban areas, should have done at least 20 years ago.

It is wrong that Karachi is the major contributor to national wealth. The real facts are that the Karachi's share in the GDP is about 6 % despite the major investment from national wealth on it. The major 85% contributor of our GDP is the formers, in the shape of cotton, rice wheat, etc and national resources of Baluchistan / NWFP in term of gas, minerals, electricity. But these real generators of national wealth were always denied their due share in terms of development of infra-structures etc. But the whole resources were diverted to Karachi, Lahore, Islamabad to the benefit of a 2 % ruling elite living there. majority of which is Urdu speaking. It is due to the fact that all the peoples in beaurcarcy and business lives in these urban parts.
MQM always make foolish claims that Karachi contributes major share in national wealth. The real picture is that the hard worker of our farmers contributor almost all the major share of our wealth. Our main items of exports are the cotton and rice which contribute about 15$ billions in foreign exchange and in lieu of it our ruling elite waste their resources by way of importing luxurious items like cars, TV, air conditioners etc to please the elite of cities. Secondly, all the industries in Karachi are being created by the loans of banks who always in collaboration with the urban elite grant loan for these peoples from the national wealth to get more and more profits.
As far as the revenue collection is concerned, it much under 10% of GDP and you can visualize how much Karachi can contribute in terms of National wealth if suppose all the revenue is collected from there. Also the major part of this revenue collection in Karachi is the port and duties on import and export.
So it is evident that the how much the national wealth since independence being invested Karachi by depriving the majority of the nation.

Take a tiny example of their attitude. Their Port minister baber Ghauri installed a fountain of millions on the expanses of the government / Port authority, just to please some one. Imagine in a country, where the majority of the peoples has no access to clean drinking water, health, education and other basic facilities, they are lavishly expanding public money on these things.
There are thousands of such cases, where they used public money to get personal benefits.

Imagine in a country, where the majority of the peoples has no access to clean drinking water, health, education and other basic facilities, they are lavishly expanding public money on these things.
There are thousands of such cases, where they used public money to get personal benefits.
Can you elaborate it as what I can see is KPT caliming it not the provincial or city gov.

The Chairperson is appointed by the Federal Government and is also the Chief Executive of Karachi Port Trust. The remaining 10 Trustees are equally distributed between the public and the private sector. The five public sector Trustees are nominated by the Federal Government. The seats for private sector Trustees are filled by elected representatives of various private sector organizations. This way all port users find a representation in the Board of Trustees.

3. Karachi has about 1/10 Population of Pakistan. But Karachi is not getting 1/10 Part of the Budget. All other Parts of the Country are getting much much more with regards to their Ratio of Population.

MQM always make foolish claims that Karachi contributes major share in national wealth. The real picture is that the hard worker of our farmers contributor almost all the major share of our wealth. Our main items of exports are the cotton and rice which contribute about 15$ billions in foreign exchange and in lieu of it our ruling elite waste their resources by way of importing luxurious items like cars, TV, air conditioners etc to please the elite of cities. Secondly, all the industries in Karachi are being created by the loans of banks who always in collaboration with the urban elite grant loan for these peoples from the national wealth to get more and more profits.
As far as the revenue collection is concerned, it much under 10% of GDP and you can visualize how much Karachi can contribute in terms of National wealth if suppose all the revenue is collected from there. Also the major part of this revenue collection in Karachi is the port and duties on import and export.
So it is evident that the how much the national wealth since independence being invested Karachi by depriving the majority of the nation.

1. If People of Punjab get the Agricultural Land, and People of Baluchistan get the share of their Natural Resources, and People of Sarhad get their Share of Water...... then why only it becomes a CRIME when people of Karachi get the Tax Charges of having a Sea and port?

2. Reality is this People work at the Port and they are get paid for their Services. And while Karachi is Economical Hub, therefore All Big Firms and banks etc have their headquarters in Karachi and People of Karachi provide them with their Services for which they are get paid.

3. So, no body is compelling all these Firms and Banks to have their headquarters in Karachi. You should stop becoming Jealous of Karachi for this and if you like you are fully allowed to take these International Firms and Banks to Interior Punjab or where so ever. First educate them and make them so much skillful as People of Karachi are, and then you could come and talk.

4. And key point is this that Farmers in Punjab are paying no TAXES. If it is growing Land, then it is only he who is reaping it too.

5. While 70% Tax Reveneus come from Karachi, where people of Karachi pay the TAX from that Money which they have Earned in form of their Services.

And in return, they are perhaps getting only 2% back.

The revenue generated by karachi is nominial as compared to the national investment on it in the last 62 years. There is no solid ground for the industrial development there. Our economy is the agriculutre based and 85% of our our GDP is generated by these factors and natural resources. but these resources were never invested on these neglected areas in the last 62 years and the whole national wealth diverted to these 3 big cities to creates luxurious for a small portion of the peoples.
You can imagine that our GDP / Tax ratio is less then 7%, and what is the contribution of karachi in the national wealth.
While the billions of rupees diverted to these cities to benefit these peoples on the cost of the rest of the nation, who are the real generator of national wealth.
Baluchistan was never given his share in natural resources and their resoures were diverted to these big cities. similiarly NWFP, interior sindh, and southern punjab and other remotes areas are being denied to the basic facilities even the drinking water.
This injustice is the main cause of present unrest against the priviliged classes.
ALLAH ordered to do justice to the peoples and here peoples instead of admitting past mistake trying to justify their expiotation.

You are right I have not succeeded in coming out of these Issues. I am just in state of anger to see how much hatred is there against Us in rest of Pakistan and we have been wrongfully accused of every thing.

The issue is much deeper than what it appears to some people. The whole mess created due to feudal system is contributing to this unfair situation where province like Punjab consume lot more than what they contribute to the national revenue. On the other hand, city like Karachi contribute 65-70% to revenue and hardly gets 2-3% back from the federal government.

One of the key reasons is due to the un-willingness of the ruling elite (PPP/PML-N/PML-Q/ANP) to tax agricultural income. In Feb, 2009, this decades-old issue of levying tax on agricultural income came again under discussion. This time it was during a meeting of the Senates standing committee on finance held on January 29 to explore new sources of raising tax revenue. And as one could expect, the committee failed to come to any positive conclusion because there was outright opposition to taxing income of the landowners / feudal lords.

Chairman of the committee was too forthright in his remarks. He said that since 70 per cent of the legislators, being landowners/feudals, would oppose any bill in parliament designed to bring (their) income from the agriculture sector into the tax net, there was no possibility of such a tax being imposed. The committee, instead, decided to tighten tax screws on professionals like doctors, lawyers, chartered accountants, etc.

Therefore, you can understand why there is so much hatred against this feudal class in cities like Karachi where we see middle class professionals and industrialists being forced to pay taxes but these blood suckers called feudal lords are exempted from the income taxes with full support from primarily PPP and PML legislatures. Agricultural income is 20% of our GDP but the contribution to taxes is hardly 1% (thru land revenue). On the other hand, manufacturing sector contributes 19% to GDP and their tax share is over 50%. Therefore, if Punjab and others can tax their agricultural income and then claim a bigger share in NFC award, then I don't think many will have problem with their stance. At the same time, if those who are paying taxes are not compensated based on their share to national revenue, then this will continue this urban-rural divide (like we see in Sind) in our country.
