I think India's NFU doctrine applies to both nuclear and non nuclear states. Non nuclear states were included to have the option open for nuclear retaliation in case of biological or chemical attack as you mentioned.
So if Pakistan does not indulge in any kind of nuclear attack, tactical or strategic, India will not be able to initiate the first nuclear strike.
