How easily you said that it is due to the existing old system and Nazim / MQM has no concerns with it. It is not true that the old system is not capable for the storm water drain. Being a concerned professional I, can say with confidently that It was designed to meet the requirements.
But what happened in our past and in particularly the MQM Nazim era that the storm water drained channels (Nalas) were closed and the most recent example was the allotment and closures of storm water drain channels (Nalas) in Clifton for the commercial purposes. The last rain in Karachi, results a lot of losses to lives and properties and when the concerned citizens raised the voices, then the government was compelled to cancel the shops constructed on the Nalas.
Further the Nazim / MQM supported the encroachment on these Nalas and nothing was done to clear the storm water drain system.
It is important to note that the MQM has allotted the existing parks for the residential uses and a great resource of the natural drain system has been abolished and peoples were deprived from their basic rights of playgrounds / parks. It was done to benefits the some individual of MQM involved in corruption.
An important part of the story is the recently constructied underpasses, which were properly designed and the contracts were awarded on a very high cost without proper transparency. The situation on thee underpasses is more horrible in the last and recent rains.
So we should not hide the corruption of Nazim / MQM but bring them in the parameter of accountability for the misuse of public money and assets.
