Having a beard doesn't allow anyone a certificate to call anyone muslim or non muslim.. In my local area many people use non muslim word for shias and shias say this to sunnis but our local mufti sahab said that this is strictly prohibited in islam and if you call anyone non muslim and in reality he is a muslim then its comes back to you..

I myself made such mistake in childhood but after this khutba I really stopped saying anyone non muslim until he himself claim it.
