I think it is not going to happen. These Dakou are too strong, and there are too many other forces who will not let it happen.

It is one thing not to prosecute and another to give respect/praise and offer lavish luncheons and "guard of honor".

Now please don't tell us that praise was given to the office and not to a person!!!!
