NEW DELHI: More than three years after the implementation of the RTE Act and an expenditure of over Rs 46,282.11 crore on school infrastructure, around 1.28 lakh out of 10,75,407 government elementary schools across the country still don't have toilets and over 61,000 lack drinking water facilities.




According to the District Information System for Education 2011-12, Bihar has 18,169 schools without lavatories, the highest among states. Andhra Pradesh follows with 18,092 such schools, while Chhattisgarh (14,697), Jammu & Kashmir (12,341), Odisha (10,579) and Uttar Pradesh (12,104) are others with more than 10,000 schools lacking the facility. Jharkhand has 8,404 such schools and West Bengal 7,561.





Among schools without drinking water facility, Andhra Pradesh suffers the worst with 11,461 such institutions. Maharashtra, Assam, J&K, Bihar and Jharkhand have more than 3,000 such schools each.


This is inspite of Rs 28,171.6 crores (cumulative figure for all states and UTs) being released during 2010-11 and 2011-12 for boosting infrastructure in schools.


The RTE Act was passed by the Parliament in 2009 and was notified as law on August 26 , 2009 guaranteeing free and compulsory education for children between six to 14 years of age. The law came into effect from April 1, 2010 across all states barring J&K. As per the provisions of the law under the "norms and standards" category, schools have to provide separate toilets for boys and girls and safe and adequate drinking water facility for all children.


Even the Elementary Education in India report's Educational Development Index 2011-12 of National University of Educational Planning and Administration (NUEPA) says that infrastructure includes student-classroom ratio, classroom-teacher ratio, drinking water facility, boys' and girls' toilets, ramps and kitchen-sheds.


If this is not bad enough, the NEUPA's report, based on DISE data, says that many of the schools which have toilets and drinking water facility, the infrastructure is as good as non-existent as they are non-functional.


For example, 74.63% of schools in Andhra Pradesh have separate boys' toilets, but only 21.57% are functional. Same is the case with girls' toilets, with just 61.38 of them functional.


Across the country, says the report, 81.14% schools have boys' toilets of which only 65.87% are functional, and of the 72.16% schools which have girls' toilets, only 84.68% are functional.

This is absolutely Pathetic. The children down there are trying to study and the government has provided the funds BUT the corrupt are not building toilets for the poor children. This throws the population lame excuse out the window :)

We need an honest leadership in India like the Mughals or their likes who can do good for atleast the children so that they can study without feeling Natural Pressure :lol:

As Zimbabwe’s Peter Morgan received the Stockholm Water Prize last week for inventing a revolutionary low-cost toilet, women in Mumbai faced another day of battling their urge to pee. They have little choice: In a city with 20 million people and notorious traffic jams, there’s practically nowhere to go. The Brihanmumbai Municipal Corp. allocates about a third of its 10,381 public toilet seats for women, but those facilities typically charge women for entry while men can use urinals for free. Now the local government has pledged to spend about $100,000 to build the first of 25 women-only facilities, thanks to a Right to Pee campaign launched two years ago by a network of nonprofit groups.

It’s a small victory in an accelerating effort to tackle the dearth of toilets, one of India’s most intractable and costly issues. About 55 percent of all households in the country lack toilets, according to the United Nations, and in rural areas 70 percent of the population defecates in rivers or the streets. The problem isn’t getting the water—more than 90 percent of homes now have access to improved water sources. It’s getting people to invest in building facilities.
Even in Bangalore, home to India’s IT industry, more than 34,000 households have cell phones but not toilets. That’s why Matt Damon spent four days there in late August in his capacity as co-founder of Water.org, which is helping provide loans for villages to make toilet investments. The World Bank has an initiative as well, and Nobel laureate Amartya Sen has made loo construction a personal cause.

India’s rural development minister, Jairam Ramesh, has backed a “no toilet, no bride” campaign to shame men into building latrines. One district recently required potential grooms to pose beside their toilets as a precondition for marriage registration. Another stopped payments to 21 principals whose school toilets didn’t pass muster.
Factors of biology and sociology make the toilet scarcity particularly damaging to women. India’s Ministry of Human Resource Development estimates that a lack of access to toilets causes girls between 12 and 18 to miss five days of school per month after they hit puberty. Being forced to leave their homes to squat in a field leaves them vulnerable to ridicule and rape. While a 2011 Supreme Court ruling requires every public school to have toilets, especially for girls, only 18 percent have gender-segregated facilities and 11 percent still have no toilets at all.
Indian writer Shobhaa De understands the power in having a loo of one’s own. “If millions of Indian women still have to wait for the cover of darkness to perform their daily business,” she recently wrote, “we cannot call ourselves a civilized country.

NAGPUR: It was supposed to be a surprise visit by the Nagpur Municipal Corporation's education committee to its largest school for checking the quality of midday meal, but they were served a lot more on their plate. The conditions at NMC's SanjayNagar school at Dipty Signal locality are appalling.

Education committee chief Chetna Tank was shocked when informed about human faeces lying unattended inside a classroom, with students still there! A staff member told Tank, "A student did this and ran away but we could not clean it up because of staff shortage."

As students of Std I watched the mess from their seats, the staff member continued, "Our safai kamgar (cleaning staff) is on leave and that is why there is nobody else to do this." The school's sole peon too refused to clean the mess saying this was not his job. The classroom floors, even otherwise, seemed full of dirt and clearly indicated that they hadn't been swept for days.

Stepping out of the classroom did not mean relief from the stench, as the urinals down the corridor were stinking. Education committee member and former standing committee chairman Pravin Bhisikar said, "I wonder if they clean the urinals at all. The stench is horrible and being so near to the classrooms means there is no respite."

The stench and filth were not the only reasons why kids were unable to concentrate on their books. They were simply unable to read because of almost pitch dark conditions. The primary section of this 5,000-student school has been without electricity for 40 days.

A furious Tank came down heavily on school staff. "Upon checking with the electricity department it turned out that the school has not done proper follow up making students suffer. It is their responsibility to escalate the matter if electricity department is not heeding to their complaint," said Tank.

Some classrooms do not even have the option to open the windows and let in sunlight because of these are also used as storerooms. Stacks upon stacks of office supplies, uniforms etc were piled up against windows ensuring they'll remain closed all year round. Rice sacks for midday meals too stacked up in a room without proper cover and security leading to pilferage.

An entire section of Std X students find themselves without benches and have to squat the entire day on dirty floors to study.

Add to the poor state of affairs here, the school doesn't have a principal. The previous one was suspended over allegations of molesting female students, leaving the entire school to function on autopilot mode with zero accountability.

A flabbergasted Tank said, "We had come here to check the midday meal quality but found ourselves face to face with too many problems. However I have spoken to the concerned department and we will have a principal appointed this week itself. After that the other remedial steps will be taken to bring the school out of this mess."

SC order on school toilets goes unheeded again

BHOPAL: The Supreme Court order for separate toilets for girls and boys in the schools of the state has gone unheeded once again. Also, even in the schools that have toilets most have no facilities for water.

A recent survey carried out by a voluntary organization reveals, that more than 91% of the 159 schools surveyed have no water facilities and almost half of the toilets are used by girls. Moreover only 15% of the schools have clean toilets.

A study conducted by Madhya Pradesh Lok Sangharsh Sajha Manch (MPLSSM) in February shows that out of 124 primary schools and 35 schools surveyed in 10 districts, toilets existed in only 140 schools.

The districts covered in the study were - Bhopal, Gwalior, Indore, Dhar, Sheopur, Mandla, Dindori, Rewa, Satna and Damoh.

"The Supreme Court order of October 3, 2012, that directed all states and Union territories to ensure basic toilet facilities are provided in schools within March 31, 2013, particularly for girl students, has failed miserably. Not only do schools lack toilets, but unfortunately those that do have toilets, there is lack of water facilities and basic hygiene in them which deters girls from using them and consequently stops them from attending schools altogether," said secretary MPLSSM Javed Anis.

"Last year a circular was issued by the Rajya Shiksha Kendra (RSK) that panchayats would be responsible for maintaining cleanliness of toilets. However, the panchayats we spoke to claimed ignorance on the same and also that they do not have any additional funds regarding employing any sanitation workers," he said.
Since Right to Education (RTE) Act came into effect in 2010, there has been improvement in the infrastructure, but the constructions being done are not up to the mark and they are showing signs of wear and tear after just one monsoon season, he added.

He also informed that the report has been submitted by them to school education principal secretary Sanjay Singh and commissioner Rajya Shiksha Kendra Rashmi Arun Shami. Besides, the national commission for protection of child rights (NCPCR) and state commission for protection of child rights (SCPCR) have also sent a copy of the report.
Despite repeated efforts Rajya Shiksha Kendra commissioner Rashmi Arun Shami did not respond to calls.
After the October 3 order, chief secretaries of all states were directed to ensure separate permanent toilets for boys and girls in all schools on or before March 31, 2012. In case it was not possible to build permanent toilets, at least temporary ones were to be made on or before February 28, the apex court had said.

Though half of all Indians do not have a toilet at home, well over half own a telephone, new census data released on Tuesday show.
These and many other contrasting facts of life have come out in Census 2011. The data on housing, household amenities and assets cast new light on a country in the throes of a complex transition, where millions have access to state-of-the-art technologies and consumer goods — but a larger number lacks access to the most rudimentary facilities.

It shows Indian society is overwhelmingly made up of nuclear families. They have ever more access to electricity and gather their information from television, rather than radio. At the same time, women are forced to rely on traditional smoky fuels to cook, and less than a third of the population have access to treated drinking water.
Only 46.9 per cent of the total 246.6 million households have toilet facilities. Of the rest, 3.2 per cent use public toilets. And 49.8 per cent ease themselves in the open. In stark contrast, 63.2 per cent of the households own a telephone connection — 53.2 per cent of mobile phones
Releasing the data, Registrar-General and Census Commissioner C. Chandramouli said the lack of sanitary facilities “continues to be a big concern for the country.” “Cultural and traditional reasons,” he argued, “and lack of education seemed to be the primary reasons for this unhygienic practice. We have to do a lot in these areas.”
However, the data also show significant deficits in areas that have nothing to do with cultural practices or poor education. For example, two-thirds of households continue to use firewood, crop residue, cow dung cakes or coal for cooking — putting women to significant health hazards and hardship.
The data also show that just 32 per cent of the households use treated water for drinking and 17 per cent still fetch drinking water from a source located more than 500 metres in rural areas or 100 metres in urban centres.
There has been an 11 percentage point increase in households using electricity, from 56 per cent to 67 per cent. The rural-urban gap for this indicator has dropped by seven percentage point, from 44 per cent to 37 per cent.
India, the data show, is now overwhelmingly made up of nuclear families — a dramatic change from just a generation ago, where joint families were the norm. Seventy per cent of the households consist of only one couple. Indian families are overwhelmingly likely — 86.6 per cent of them — to live in their own houses, but 37.1 per cent live in a single room.
Though there has been a nine percentage point jump in the numbers of households who own a two-wheeler, 45 per cent own a cycle, which remains the primary mode of transport.
The data cast light on the changing character of the media. There has been a 16 per cent increase in the number of households watching television, but a 15 per cent decline in the use of radios and transistors. A total of 47.2 per cent of households own a television; only 19.9 per cent have either radio or transistors.
Correction: The table has been edited to correct an error in earlier versions which suggested the number of households with (1) latrine facilities connected to a piped sewer system and (2) with no drainage system were 11.9 per cent and 48.9 per cent respectively of households with a latrine facility inside the house. In fact, these numbers are a percentage of all households.

انسان کا وصف اور ظرف کا پیمانہ جیسے جیسے ترقی کی معراج کی طرف گامزن ھوتا ھے۔۔ اس کی سوچ میں تعصب اور تنگ نظری ختم ھوتی چلی جاتی ھے اور وہ مذھب،قوم اور مقام سے بلند ھوتا چلا جاتا ھے۔۔ اور ایک وقت ایسا آتا ھے وہ ساری انسانیت کا درد محسوس کرتا ھے۔۔۔ اور بےشک ھمارے آقاصلی اللہ علیہ وآلہ وسلم انسانی ترقی کی معراج پر ھیں اسی لئے آپ کو سب انسانوں کےلیے رحمت بنا کر بھیجا گیا۔

ھم کیسے نام لیوا ھیں جو انسانوں کی غربت اور کم مائیگی کا پرچار کرکے مذاق اڑاتے ھیں۔۔ فقیری میں تو مخاطب اپنا نفس رھتا ھے اور دہیان اپنے نفس کی کالک سے ھٹتا ھی نہیں کہ دوسروں کے مجبور اندھیروں پر طعن کیا جائے۔۔ لیکن عجیب دور ھے۔۔ عجیب اندازِ فقیری ھے

میں نے اِسی لئے اِنہیں فقیر نہیں لِکھا کہ یہ لوگ فقر کی مبادیات سے بھی آشنا نہیں۔ اپنے ہاں اکثر فقیر اور بھکاری ایک ہی معنوں میں استعمال کیا جاتا ہے تو یہ حضرت بھی مفہوُم کے اُسی اختلاط کا شکار ہیں۔

باقی اِنکی اُس رحمتِ بیکراں pbuh سے کیا نسبت جِن کے دامنِ لُطف و عنایت کا سایہ جہانِ حاضر و ما بعد پر فِگن ہے۔

This is specially for you (bigsmile) . millions of people in India are lacking in sanitation because of a defeatist mindset like yours that advocates against raising a voice of the Toilet Corruption in Indian Governance ...You people dont want the poor people in India to progress because you may have a TOILET but the poor dont !

The entire Indian clan on one side, but we Faqeers are with the Poor of India who lack sanitation. We are with the poor children that cant study because of a lack of toilets and the women who are targetted in crime due to inadequate sanitation facility in homes !

We stand with the Poor and will always stand with them (bigsmile)

New Delhi (CNN) -- Every morning at the crack of dawn, residents of a New Delhi slum gather by the railway tracks to do what most would only do in private -- go to the toilet.
One by one, they arrive with water bottles in hand. Some try to hide, while others are less coy.
Many seem unfazed by the trains that rumble past, blaring their horns, warning people to move off the tracks.
This has been shop owner Mukhesh's morning routine for the past 40 years.
"I guess I do get embarrassed but what can I do?" Mukhesh asked with a shy grin.
India's vast railways system, which carries some 11 million passengers a day, is often called the lifeline of India.

But one government official has dubbed it something else. "The Indian railway is really the world's biggest open toilet," said Jairam Ramesh, Minister of Rural Development, at a recent bio-lavatory launch.
"Nearly 60% of the people in the world who defecate in the open belong to India, we should be ashamed of this," he said.
Kalaiselvi, 24, was embarrassed to talk about it.
In search of a better life, she left her village in southern India and moved to New Delhi a year ago. Little did she know she'd be struggling to find the most basic of facilities in the country's capital.
'Not a single toilet here," she said. "I really feel very ashamed, men and women (go) nearby, it's really difficult conditions."
She said she only goes before sunrise at 4 a.m. and then after sunset at 7 or 8 p.m.
Both Mukhesh and Kalaiselvi live in a settlement colony with 3,000 people, just minutes away from New Delhi's Commonwealth Games Stadium and a major five-star hotel.
The neighborhood is typical of most Indian slums, small, one-room houses crammed with all the trimmings of modernity -- satellite television, refrigerators and air coolers -- but not a single household has a toilet.
According to the World Health Organization, open areas are the only toilet option for an estimated 625 million Indians. A recent government census showed nearly half of India's households do not have a toilet, but more people own a mobile phone -- 53.2% of Indians have a mobile phone compared to 46.9% with lavatories.
Mobiles phones are very useful, but with a toilet I feel we have more dignity.

Kalaiselvi couldn't build a toilet even if she wanted to; there are no sewage drainage lines at her area.
"Out of 7,935 towns in India, only 162 have sewage treatment plants," said Bindeshwar Pathak, founder of Sulabh International -- an NGO working to provide low-cost environmentally friendly toilets to India's poor for more than 40 years.
Now Pathak has an innovative and simple solution that has helped transform the lives of millions of Indians.
It's called the Sulabh Shauchalya, or Sulabh toilet, and it's based on a two-pit system. Both pits are attached to one latrine, but when one pit is being used, the other does the composting. No concrete is used and the soil naturally turns waste into fertilizer over time.
It can be set up for as little as US$15 and it also only requires one liter of water to flush, while normal septic tank latrines require some seven to 10 liters of water.
Sulabh International has built some 1.2 million household toilets and 8,000 public toilets across India. Pathak says the Indian government has made 50 million toilets based on the two-pit design. He's also taken the technology to 14 other countries in Africa.
In a village in the Mewat district of Haryana, just under 62 miles (100km) from New Delhi, Sulabh has built a two-pit toilet in every household.
"Before we used to go to the jungles and we used to get bitten by mosquitoes and flies and get sick. Since the toilets arrived, everything has changed, it's much cleaner and a lot better, said Shakuntala, a local resident.
It's something the villagers of Mewat take pride in -- they keep their toilets clean and say they feel like they have finally progressed.
"Mobiles phones are very useful, but with a toilet I feel we have more dignity. I only have one mobile phone but I have two toilets now," Shakuntala said proudly.
