so basically its a plan to loot Rs 185738000 (18.6 crores) and put in the pocket of Mr kookri shareef

The private sector never gives anything for free. Its always the govt that does so. Govt buys stuff from the private sector, and hands it away....like the laptop scandal that has been going on for a few years. In this case, govt is probably going to buy chicken at bloated rates from Hamza kukri farm.
