(CNN) -- Severe flooding from an intense monsoon season has left more than 250 people dead and hundreds more homeless across parts of South Asia and China. Dozens more have been injured or are missing.
In Pakistan, flash flooding has killed 110 people and injured nearly 150 others in recent days, authorities said Saturday.
India also is coping with severe flooding, which has claimed the lives of at least 97 people in Indian-administered Kashmir, Vinod Koul, state relief and rehabilitation commissioner, told CNN on Saturday.
And in southwestern China, more than 40 people have died and 18 others are missing after heavy rains and flooding over the past week, authorities said.
The hardest-hit areas in Pakistan include Punjab, the country's most populous province, and Pakistani-administered Kashmir.

Lahore and Rawalpindi, major cities in Punjab, are experiencing serious flooding.
The flooding has destroyed 650 homes in Pakistan, Prime Minister Nawaz Sharif's office said.
The Pakistani government reported Friday that up to a foot of rain had fallen in eastern parts of the country within the past day.
Some flood victims died from collapsing roofs or electrocution by downed power lines, officials said.
Sharif will attend a meeting Saturday to review the "situation in the country and damage caused to life and property by incessant rains and resulting floods," a statement said.
In India, more than 2,000 villages have been affected in the Kashmir and Jammu region, Koul said. The severe flooding has also damaged or completely washed away dozens of bridges and hundreds of kilometers of road, he added. Power and water systems have been crippled by the monsoons as well.
Indian Home Minister Rajnath Singh on Saturday toured the devastated area near the state capital of Srinagar, assuring residents that relief is on the way.
The state government has undertaken a massive rescue and relief operation, but residents have complained of inadequate or delayed responses from authorities in the hardest-hit areas. The Indian army is also taking part in the rescue and relief operation.
Some 5,000 people have been rescued from the flood zone as of Saturday, according to the Ministry of Defence.
The agency also said the army had rescued seven of nine soldiers trapped by floodwaters after their boat capsized south of Srinagar. Efforts to rescue two more personnel were under way Saturday.
CNN-IBN reported the area is experiencing the worst flooding in six decades.
In China, heavy rain has so far claimed the lives of 43 people over the past week, the country's Civil Affairs Ministry reported Sunday morning.
Damage estimates have exceeded 3.3 billion yuan (more than $530 million).
In Thailand, the state-run MCOT news agency reported that authorities urged residents along waterways in the country's central region to move to higher ground. The risk of flooding increased there after a decision to release more water from a dam to reduce water levels in the flood-hit north, MCOT reported.
Heavy rains also caused extensive flooding in Bangladesh, Myanmar, Nepal, South Korea and Japan last month.

Homes and businesses in Somerset will be better protected from the risk of flooding under a new action plan outlined by Environment Secretary Owen Paterson today.
The plan was commissioned by the Environment Secretary in January after exceptional weather caused large scale flooding and aims to improve resilience against floods on the Somerset Levels.

Drawn up by local partners in the region, including the local councils, MPs, businesses and local residents, it sets out a number of initiatives that will ensure better protection against floods in the future, including:

  • Immediate plans to dredge 8km of the Rivers Parrett and Tone as soon as it is safe and practical to do so;
  • Making some temporary flood defences and pumping sites permanent;
  • Helping local partners take more responsibility for water management on the Levels through a new Somerset rivers board;
  • Supporting farmers to manage flood risk better; and
  • Ensuring new developments meet the highest standards for water and drainage.
To help deliver the plan, the government is investing an additional 10 million to support the recovery effort in Somerset to fix damaged roads and improve the network’s ability to cope with tough weather conditions and flooding.
An extra 500,000 is also being made available from the Severe Weather Recovery Fund to help people on the Somerset levels get back on their feet and prevent future flooding, in addition to funding provided to local authorities under the Bellwin Scheme.

Environment Secretary Owen Paterson said:
The exceptional weather over the past few months has taken its toll on flood prone communities.
Six weeks ago I visited Somerset and saw for myself the exceptional impact on the county. That is why I commissioned urgent work from those at local level to identify how we can better protect Somerset communities over the next 20 years.
The plan we have received today includes some immediate actions that will help do this and I’m pleased that dredging will start as soon as it is safe to do.
We will continue to work with local partners on other proposals to ensure we secure a sustainable future for communities on the Somerset Levels.
Somerset County Council Leader John Osman addded:
This is a big step forward, bringing hope to our flood-hit communities. We have worked with government and other partners to find solutions in the short, medium and long term, for what we can do now and what we need to plan for in the future.
The Somerset Levels action plan also outlines a number of long-term proposals to ensure Somerset is better equipped to deal with the risk of flooding in the future. They include helping local partners take more responsibility for water management on the Levels through a new Somerset rivers board, and supporting farmers to manage flood risk better.
In addition to support for Somerset, the government has today announced further measures to help fishermen affected by the recent storms, pledging to make financial support under the European Fisheries Fund to reimburse up to 60% of the cost of replacing lost or damaged fishing gear such as lobster pots. The government will also continue to pay lighthouse dues for another year, saving the industry up to 140,000.
The publication of the action plan follows the Prime Minister’s announcement of an extra 10 million to help Somerset deal with - and recover from – the severe floods bringing the additional funding to Somerset specifically to more than 20 million.

Comparing UK's response to floods and Pakistan's handling of floods every few years isn't misleading it is outright dishonest. Being in government for so many years and having failed to create a consensus for the creation of a big enough dam to help mitigate the threat of flooding and which will also enhance the country's agricultural productivity and energy production is an indictment of poor leadership if not downright criminal neglect.

Dear, you are right. It was not Punjab Government responsibility to build Dams. PPP was in Federal Government, and it was his responsibility to build them. They did not. Due to this criminal negligence of previous PPP Government so many people died this year in flood.


Now, question is if current Federal Government (of PML-N) will hold responsible previous PPP regime for this criminal act and put them behind the bars or will they save the Democracy together?

Most of UK is a coastal area....Pakistan on the other hand is a mix of coastal and upper plains. Punjab falls in the upper plains area of Pakistan. The elevation of Punjab is such that water logging should never be an issue, even during high monsoon seasons. Water should flow down , whereas it doesnt. The reason is haphazard, and incorrect constructions, lack of additional waterways and dams, and lack of sensitivity on part of politicians.

PTI say kaho na kay KPK assembly say kala bagh dam kay haq mein resolution manzoor kara lein. That will be the first step. But wahan to CM hi nay bayan diya hai kay kala bagh dam ka mukhalif hai. Construction of dams has become a political issue rather then a technical. Even if IK comes in power he will face same resistence from provinces.

Tum to aise baat karte ho jaise kay IK kay hukumat mein aate hi shaer aur bakri aik ghaat say pani pene lagen gay. Aasman say man o salwa utra karega, doodh aur shehad ki nehren behne lagen gi, jis cheez ki khwahish ho wo khud ba khud samne aa jai gi, har tarf hoor aur ghulman pherte honge, maot kisi ko bhi nahi aye gi kiyon kay SKMH kay zariye maot ka bhi ilaj daryaft ho jae ga, namal university ki barkat say bache paida hi phd ki degree kay sath huwa karenge
