Secondly, this 40Bn of retained payments, as compared to more than 2200 Bn of circular debt is really not something to worry about in particular. These things are being unnecessarily blown out of proportion.

Third, the response of the Ministry of Finance is missing in the news item, why?

No the payments are with Pakistan Posts and not being transferred to Account number 1 since July 01, 2021, therefore these are not further disbursed to respective DISCOS this will not only accumulate circular debt but also shortfall in recoveries of DISCOs.

Only those funds are not being disbursed to utility agencies which were collected by Pakistan Post, if ministry finance would have been holding the funds they would have been holding funds collected by other collecting agents like banks are retail money transferring facilities like Easipaisa etc.
