Rulers are responsible for this, if the ladies had decent jobs or financial conditions they might never had done that crime. No one is born criminal from mother's tummy.

Although there is no justification for their act.

But most of the women do this because of their poverty. They had 2 options left (Roberry OR Sell their body).

Govt. and we as a nation are responsible.
