1. It is irrelevant whether TuQ or any other specific person can pass this test or not. We need to see whether this test is in the interest of the nation or not.
2. As a side note, if TuQ decides to contest elections (which he will not), he can pass this test. If you think the decision of one-member tribunal about him (which his opponents love to quote) will stop his way, it will not. If required, the the legal status of the tribunal will be exposed.
3. It is true that there are some conditions which are a bit subjective in nature. Even if subjective clauses are not pushed too hard, it would be quite justified to stop those who:
i. used false degrees in the past
ii. didn't pay taxes
iii. had been proven guilty in courts
iv. have used their powers to get loans and never pay them back
... etc
Imran Khan has shown some reservations related to 62 and 63 which I think because of a communication gap only. But he (i.e. IK) has clearly appreciated the 30-days period attached to this filtration and showed hope that it will greatly help in the coming elections.
Suppose TuQ sb is paticipating in elections, he will have to go through scrutiny of 62 63. Who will decide that TuQ is a good Muslim or not? Liar or not? Did something wrong in past or not. False evidence is presented to court or not?
