The decision of this government is another example of Muslim trying to avoid clash among Muslims, yes there could be consequences and that could be lethal , but at that time all of these fkn opposition leaders and so call paid Mullahs will have nothing to say except begging the same government to save their lives.

Yeah....Its called risk mitigation. You know the problem, you know how to avoid it (follow 20 pre-requisites) and you should be good. It can be applied everywhere in addition to mosques.
