Well, this is how the actual perpetrators deflect the blame. In this case since the bomber's body is intact and easy to identify, his handlers will try to start these rumors to get the attention away from them.
The geniuses behind this rumor are trying to say that one minority is targeting another minority. Once the lie is spread around and is heard by a critical mass of people then it becomes a 'fact.' The problem is that with the bomber dead and his body intact and him being on the video running around firing indiscriminately its hard to blame it on the hidden foreign hand. Since its hard to blame the hidden and invisible foreign hands hence the idiotic story of a minority attacking another minority.
