حکومت کا 1.35ٹریلین قرضہ لینے کا فیصلہ

کراچی: حکومت اپنے گزشتہ سال کے رجحان کو جاری رکھتے ہوئے اس مالی سال کی پہلی سہ ماہی (جولائی، ستمبر) میں بینکوں کے نظام کے ذریعے 1.35 ٹریلین روپے قرض لینے کا ارادہ رکھتی ہے۔

جمعہ کو اسٹیٹ بینک آف پاکستان نے رپورٹ دی ہے کہ حکومت نے اس سہ ماہی کے دوران پاکستان انوسٹمنٹ بانڈز ( پی آئی بی ایس) کو 200 ارب روپے تک محدود کرکے اس کی فروخت کو گھٹا دیا ہے۔

پی آئی بی ایس پچھلے دو سالوں کے دوران بینکوں کے لیے سب سے زیادہ پرکشش بن گیا تھا، اس لیے کہ وہ اس میں طویل مدت تک کے لیے بھاری سرمایہ کاری کرسکتے تھے، یہ خطرات سے پاک تھا، اور انتہائی نرم شرائط کے ساتھ تھا۔

اسٹیٹ بینک کی ایک حالیہ رپورٹ سے ظاہر ہوتا ہے کہ بینکوں اور بینکوں کے علاوہ مالیاتی اداروں کی پاکستان انوسمنٹ بانڈز میں کل سرمایہ کاری 31 مئی 2015ء تک بالترتیب 2.9 ٹریلین اور 1.2 ٹریلین کی سطح پر موجود ہے۔ اس میں سے زیادہ تر سرمایہ کاری پچھلے دو سالوں کے دوران کی گئی تھی۔

اسٹیٹ بینک کی نیلامی کے کلینڈر سے ظاہر ہوتا ہے کہ حکومت نے اس مہینے کے وسط میں 100 ارب روپے اور پی آئی بی ایس کے ذریعے اگلے دو مہینے کے دوران بینکوں اور سرمایہ کاری کے دیگر اداروں سے پچاس پچاس ارب روپے حاصل کرے گی۔

اس کے علاوہ اس سہ ماہی کے دوران مارکیٹ ٹریژری بلز کی فروخت کے ذریعے 1.15 ٹریلین روپے کے قرضے حاصل کرے گی۔

حکومت نے پچھلے دو مالی سالوں کے دوران خاص طور پر بینکوں کے قرضوں پر انحصار کیا ہے، اور یہ معیشت کے اوپر بوجھ بن گیا ہے۔

واضح رہے کہ حکومت 2014-15ء میں اپنے ریونیو کا ہدف حاصل کرنے میں ناکام رہی اور اس نے بجٹ کے فرق کو پورا کرنے کے لیے بھاری قرضے حاصل کیے۔

اسٹیٹ بینک کی ایک اور رپورٹ سے ظاہر ہوتا ہے کہ پچھلے مالی سال (جون کے وسط تک) کے دوران حکومت کے لیے گئے قرضے کی حد ایک ٹریلین روپے کے قریب پہنچ گئی تھی، اور یہ مالی سال 2014ء کے مقابلے میں کافی بڑی رقم ہے۔

تاہم مالی خسارے کو ایک حد میں رکھنے کی آئی ایم ایف کی اجازت کےساتھ اور اقتصادی ترقی کے فروغ کے لیے بھاری قرضے لینے کے باوجود حکومت یہ دونوں اہداف تک پہنچنے میں ناکام رہی ہے۔

جولائی ستمبر کے لیے قرضے حاصل کرنے کے ارادے سے یہ بھی انکشاف ہوتا ہے کہ حکومت دیگر ذرائع کے قرضوں سےپر ہی انحصار کرتی رہے گی، جیسا کہ اس نے پچھلے دو سالوں کے دوران کیا ہے۔

حکومتی کاغذات میں بینکوں نے 5 ٹریلین روپے سے زیادہ کی جبکہ بینکوں کے علاوہ سرمایہ کاری کے اداروں نے 31 مئی تک 1.6 ٹریلین روپے کی سرمایہ کاری کی ہے۔

ان ملکی قرضوں کے ساتھ ساتھ حکومت نے اس سال کے بجٹ کے خسارے کو دور کرنے کے لیے غیرملکی وسائل سے 896 ارب روپے کا بندوبست کرنے منصوبہ بنایا ہے۔

مالی سال 2015ء کے لیے مالی خسارے کے ہدف کے حصول میں ناکامی کے ساتھ حکومت کو امید ہے کہ وہ مالی سال 2016ء میں جی ڈی پی کو 4 فیصد تک برقرار رکھے گی۔

تاہم اس پہلی سہ ماہی کے دوران قرضوں کے حصول کا رجحان ظاہر کرتا ہے کہ حکومت نے پچھلے دو مالی سالوں کے دوران اپنائے گئے نکتہ نظر کو اختیار کیے رکھے گی۔

1- The development expenditures where billions can be made through commissions and cuts, the nation goes to dogs for decades to come, while Sharifs take credit "We give you Motorways".

2- Sell off of national assets to their chums where Sharif family the biggest beneficiary from the loot of national assets through their henchmen.

When are you going to wake up Pakistan, when your coming generations are not able to even breath after being subjected to heavy loans?

Remember this is the surest way to fail Pakistan. Once not solvent, it would drown. Which stupid finance minister would take loans after loans, not being aware one day the loan repayments could be more than the tax collection itself? Dar is taking Pakistan rapidly to that stage. They have taken more loans in one year than what Corrupt Zardari took in 5 years.

Brother the sad part about it is the nation is full of illiterate population and many who consider them self literate are also barely literate and some could just write their name, phone nos. and address with no understanding what finance is these poor people can not even make a proper budget for their own homes and than we have these corrupt of the corrupt politicians who gives different slogans to these fools every 5 years and they run after them thinking they cannot do the same as they did last time and again get bitten by these crooks. Just see how many scams and slogans they have come in the last so many years since they are in government and non of them was done except Highway with double the cost what it could be made in the West with expensive labour and material cost and now those leaking Red Buses with the most expensive system how ever you calculate either by units of Buses or the Kilometers of route. I will urge the Military to take notice of all these bungling going on which will make this countries economy to dip so deep that it would be impossible to bring it back to sustain as a decent place to live in.

Who is going to pay the debt we already have? They are going to get another 1.35 trillion, how will you pay the existing debt plus the newer debt with interest? Get ready my Pakistani brothers I think our politician's are planning on selling our skins to pay it since there is nothing else left.
