I think Pakistan needs a very strong auditor government department which audit every project which cost is higher from 10 crore.

Nope, bad idea, creation of another dysfunctional government department, projects do overrun their allocated budgets, Prime examples Wembley stadium, Channel Tunnel in England, but if there is suspicion of illegal activities, then that must be investigated and people punished.
