That ridiculous to say that there was is no capacity to tackle monsoon rain. It's just no contingency plans which has been the biggest problem of Pakistani administration and lack of leadership. I'd say there shouldn't be any blame game but I wish they had the vision and policy making skills to handle issues that need more attention.

Karachi - how on earth they say it's comparable to any cosmopolitan city in the world = No proper electricity, no drainage system, no adequate water supply system let alone other problems - Ironical, huh?:P

Instead of moving forward it's going back into remote times - What a shame kiya horaha hai shaher ko :(
