As I have written earlier none of this is really new news. Its well known Americans have a big role in deciding promotions in Military above the Brigadier rank and on sensitive posts.This goes back all the way to the 60's with some interludes like the 90's where in other cables American diplomat admits their influence had been curtailed to a large extent. Post 9-11

This cable is interesting as it shows Kayani met with Mullen and discussed this, and let him know before the changes were put in place. Also its indicated that specific requests were made. Note that this is a Diplomatic cable and the fact this is discussed so openly is very troubling.

Pre 2001 this process usually was less overt. Usually Military officer were sent on various courses and vetted by their western counterparts, who gave glowing recommendation at end of course. In the promotion process this use to have a lot of weight usually nullifying effect of ACR they got from their superiors locally. Notable example being Musharaf.

The cable points out that another another filter is in place. Now officer are in regular contact with US agencies, embassies ODRP or work as Liaison officer,CENTCOM conferences and these officer are then promoted. This means in higher ranks if you want to reach higher post you would have to go out of your way to show the Americans you are worthy of their consideration.

Germany.

months; he characterized the fight in Bajaur as critical to

Never said he was a slave, my point is that what technically should be confidential , internal discussion in the highest level of Pakistan Military are discussed in such detail with American official that their Diplomats nonchalantly send it back in cables.

Going to Sandhurst, Fort Bragg, Hamburg etc does not make you a slave but its almost certainly a part of a larger organized vetting process. Gen Shahid Aziz experiences in his book,on his deputation are probably not unusual.
But now this process is even more explicit as the contact between mid ranking Army personal and various US agencies operating in Pakistan has increased. So another filter has been added, thats what I am saying.
Hence their influence has also grown exponentially. This means that Independent Military decision making has been compromised to some degree.

On Pasha, I agree he did more then a few things right, but you also point out he was removed as well.
Which supports my position.

In Fact if you remember there was a very big campaign in some sections of the press to malign him. He seems to be the only Military official you could bad mouth openly. Which shows he was breaking the rules and had to do be disciplined. That whole episode is worth re examining in detail.

These are normal operations, promotions and postings happens all the time in Military. Pakistan Armed Forces is one of the best institution in the world and ranks top in Pakistan. I wish all other institutions in Pakistan are as disciplined and honest as Pakistan Armed Forces.

ISLAMABAD: General Ahmad Shuja Pasha would have made many mistakes and would have failed on many fronts but he did wonders in limiting the role of CIA and FBI agents in Pakistan, the contribution that makes him look different from many others.

Gen Pasha has been the most hated Pakistani in Washington and a real pain in the neck for the CIA. For the same reason, his retirement has brought a sigh of relief to the Intelligence circles in the US. He was a rare breed of Generals, who would not be impressed with the influence of Washington and its powerful intelligence chief.

He has been the most difficult man to tackle for the Panettas and Patreauses of this world hence there have been demands from Washington that Pasha should be removed. It was his candidness and bluntness with his US counterparts, which made him one of the most powerful spymasters in the world.

Coming from a humble but well educated family and after having cleanly served the army with distinction for almost 35 years, Pasha took over as ISI chief, the position that earned him a lot of embarrassments and controversies.

Failures connected to the ISI during his tenure as its DG should remain a burden for him but there is hardly anyone to appreciate how he managed to limit the role of the American agencies in Pakistan.

Following 9/11 General Musharraf had put the sovereignty of Pakistan at stake and on sale by giving the kind of free hand to US agents that was simply unimaginable. “We had no idea how many foreign as well as local agents of CIA and FBI were operating within the territorial limits of Pakistan,” an official source said, adding that the American agents were spread all over.

Not only had Musharraf allowed the CIA and FBI to hire local agents in Pakistan in the garb of so-called war on terror, the Americans were also free to move in and out without any check. “At times we did not know who is coming and who is going, and what is brought in and what it taken out,” the source said.

This unimaginable concession for the US officials was first brought under check by no one else but Pasha on whose orders in October 2009 the facility of unchecked arrivals and departures with no scrutiny of their luggage at the Benazir Bhutto International Airport (BBIA) in Islamabad was formally withdrawn.

Gammon Gate of the BBIA, which was basically meant for food catering services and had a direct outside airport link without passing through immigration and customs checks, was specified for the US officials and for the UN officials too. This special facility had allowed the Americans to have unchecked arrivals and departures to and from the Islamabad Airport. The facility was massively misused and there were reports of even unauthorised and undeclared import of sensitive material and equipment, including weapons.

A CAA order, issued on the subject in 2009, did concede that the customs and immigration authorities have no arrangements/staff to check the movement and crew and other foreigners, etc. “The equipment related to aeroplane, the crew and their personal luggage also passes through this gate. During checking, US vehicles and the luggage they carry to and from apron area are not properly searched/checked by the ASF staff deputed to control the entry/exit at the Gammon Gate,” a document said, adding in view of this, use of the Gammon Gate by foreigners should be stopped forthwith as it was a serious security hazard.

In the garb of training, the CIA spies had their presence in and around vital sites of Pakistan’s national security. Police College Sihala near Kahuta Nuclear Plant was one such sensitive site from where Gen Pasha managed to root them out and packed them back to Washington.

To check the activities of ruthless members of Blackwater and DynCorp, the ISI under Pasha started checking the US “officials” and “diplomats” on the roads of Pakistan and even started questioning them and in some cases even taking them to police stations.

It was also on the direction of Pasha that action was launched against DynCorp and its local partner Inter-Risk, which was issued the prohibited bore licences by the interior ministry on the request of the US embassy.

Besides pushing the already present CIA and FBI agents out of Pakistan, Pasha pursued the policy of strict monitoring of the US visitors. He wanted a tight scrutiny of every visitor coming from Washington - a move that made the US administration angry.

Washington put pressure on the rulers in Islamabad, who in a strange decision had allowed its embassy in Washington under Hussain Haqqani to issue visas to US officials without getting clearance from the security agencies of Pakistan.

The issue of Raymond Davis and May 2 Abbottabad shame brought CIA and the ISI face to face. Clashes between CIA and ISI had actually begun after the Army chief’s refusal to lauch operation in North Waziristan, with Gen Shuja Pasha refusing to cooperate with the CIA unless the relationship was on an equal footing.

According to one report, visas to 1545 US employees in the name of diplomats, trainers, NGO workers or NATO officials were issued controversially and without proper scrutiny. After the Raymond Davis case, the ISI had asked CIA to disclose the location of its agents/employees in Pakistan and the nature of their appointment in Pakistan. After repeated questioning CIA kept denying that they had so many operatives in Pakistan. The ISI managed to expel many of them following the release of Raymond Davis - the incident that was a great embarrassment for Pakistanis - however the complete cleansing was still not done.

The clashes between ISI and CIA worsened when Pasha reportedly insisted on the one-point agenda that ISI would not support any CIA activity in Afghanistan or Pakistan if they do not declare their operatives in Pakistan. To this effect the CIA officials said in plain words that no such clarification would be made to ISI as all visas have been issued duly and by the Pakistani authorities. However, after a lot of discussion the CIA, according to the report, agreed to declare 1079 officials, which were operating in Pakistan under various capacities, but denied to give any clue about others.

The ISI, on the other hand, had a list of 438 US officials who were in Pakistan but were not present in any consulate or embassy staff of any city. Their whereabouts were reportedly asked from CIA, to which they gave a funny reply that many of them have been lost? The CIA reportedly claimed that these operatives were used in the FATA area for the war on terror but in various incidents they have either been kidnapped or killed by Talibans so now they were no more in Pakistan. This was something Gen Pasha could not stomach.

Pasha in his meeting with former CIA chief Panetta in Washington had clearly stated that if CIA did not trust ISI then ISI too was not bound to keep the ties as they were. Panetta never expected such a curt reply. Exchange of harsh words took place between the two, prompting Gen Pasha to abruptly end his visit. He left USA just 5 hours after his arrival.s

Hate to admit this but it was Hamid Mir who attacked him most viciously.
PMLN of course went beserk on him. Makes you wonder what was the motivation.

On the Article Ansar Abbasi gets it generally right. Pasha tired and was successful in getting cooperation agreements with some of the most dangerous Taliban outfits. He dismantled the very problematic FC programme. I am sure he also dismantled other networks at the time. As you have said his contribution are immense.

Currently I heard Pasha is in UAE working on some security programme. Note UAE leadership is very very nervous about a popular uprsing. They have made some arrest of MUslim Brotherhood related people. They also hired Balcwater ppl to train their forces (called Saracen International now).

It is understandable that everyone would want to have people of his choice around him but why Kayani would change the team of Musharraf. Either Musharraf was very pro US or not following their line. Only time will tell.

The facility was massively misused and there were reports of even unauthorised and undeclared import of sensitive material and equipment, including weapons.

A CAA order, issued on the subject in 2009, did concede that the customs and immigration authorities have no arrangements/staff to check the movement and crew and other foreigners, etc. “The equipment related to aeroplane, the crew and their personal luggage also passes through this gate. During checking, US vehicles and the luggage they carry to and from apron area are not properly searched/checked by the ASF staff deputed to control the entry/exit at the Gammon Gate,” a document said, adding in view of this, use of the Gammon Gate by foreigners should be stopped forthwith as it was a serious security hazard.

In the garb of training, the CIA spies had their presence in and around vital sites of Pakistan’s national security. Police College Sihala near Kahuta Nuclear Plant was one such sensitive site from where Gen Pasha managed to root them out and packed them back to Washington.

To check the activities of ruthless members of Blackwater and DynCorp, the ISI under Pasha started checking the US “officials” and “diplomats” on the roads of Pakistan and even started questioning them and in some cases even taking them to police stations.

It was also on the direction of Pasha that action was launched against DynCorp and its local partner Inter-Risk, which was issued the prohibited bore licences by the interior ministry on the request of the US embassy.

Besides pushing the already present CIA and FBI agents out of Pakistan, Pasha pursued the policy of strict monitoring of the US visitors. He wanted a tight scrutiny of every visitor coming from Washington - a move that made the US administration angry.

Washington put pressure on the rulers in Islamabad, who in a strange decision had allowed its embassy in Washington under Hussain Haqqani to issue visas to US officials without getting clearance from the security agencies of Pakistan.

The issue of Raymond Davis and May 2 Abbottabad shame brought CIA and the ISI face to face. Clashes between CIA and ISI had actually begun after the Army chief’s refusal to lauch operation in North Waziristan, with Gen Shuja Pasha refusing to cooperate with the CIA unless the relationship was on an equal footing.

According to one report, visas to 1545 US employees in the name of diplomats, trainers, NGO workers or NATO officials were issued controversially and without proper scrutiny. After the Raymond Davis case, the ISI had asked CIA to disclose the location of its agents/employees in Pakistan and the nature of their appointment in Pakistan. After repeated questioning CIA kept denying that they had so many operatives in Pakistan. The ISI managed to expel many of them following the release of Raymond Davis - the incident that was a great embarrassment for Pakistanis - however the complete cleansing was still not done.

The clashes between ISI and CIA worsened when Pasha reportedly insisted on the one-point agenda that ISI would not support any CIA activity in Afghanistan or Pakistan if they do not declare their operatives in Pakistan. To this effect the CIA officials said in plain words that no such clarification would be made to ISI as all visas have been issued duly and by the Pakistani authorities. However, after a lot of discussion the CIA, according to the report, agreed to declare 1079 officials, which were operating in Pakistan under various capacities, but denied to give any clue about others.

The ISI, on the other hand, had a list of 438 US officials who were in Pakistan but were not present in any consulate or embassy staff of any city. Their whereabouts were reportedly asked from CIA, to which they gave a funny reply that many of them have been lost? The CIA reportedly claimed that these operatives were used in the FATA area for the war on terror but in various incidents they have either been kidnapped or killed by Talibans so now they were no more in Pakistan. This was something Gen Pasha could not stomach.

Pasha in his meeting with former CIA chief Panetta in Washington had clearly stated that if CIA did not trust ISI then ISI too was not bound to keep the ties as they were. Panetta never expected such a curt reply. Exchange of harsh words took place between the two, prompting Gen Pasha to abruptly end his visit. He left USA just 5 hours after his arrival.s

Intersting point is that Musharraf liked Pasha compared to Kayani.

These international courses and Conferences play key role hiring the Pakistani Defence officers. By the USA; some people believe that these international trips design only to verify the loyalty of Pakistani defense officers with USA
after reading this the last hope I had from Pakistan is lost.
ARMY top brass is corrupt was known to me but there was a slight doubt which couldn't survive today.
I hope some Sobeydar or captain will revolt against these veena malik type generals and will clean Pak army again.

Does not prove anything zhohaq, Army personal going to Sandhurst Academy for training or US does not make them their slaves, Pasha was a great DG, that's why he was removed so ur theory goes bust here
Please try to trace where General Pasha is serving these days?
He is in CIA regional Office in UAE serving as he was promised while he was helping Raymond Davis

Lt.Gen Tariq Khan is already floated as a potential successor to Kiyani once he retires in November.

Floated in Army circles?Not good news.He may be a professional and well regarded but is very very close to US embassy.
May be wrong but I think daughter is settled their, son works for some UN agency.

Nawaz Sharif has said he will follow the Seniority list which would mean Tariq Khan isnt his choice.

If Leader of Pakistan Muslim League-Nawaz (PML-N) Nawaz Sharif stands by his commitment to strictly adhere to seniority when making appointments in the army, the tie for the slot of new Chief of Army Staff (CoAS) would be between two senior Lieutenant Generals as General Ashfaq Parvez Kayani's three year extension expires on 28 November 2013.

[HI]During election campaign, Nawaz Sharif had said he will be the army chief's "boss" if voted back to power in the May 11 general elections. He also hinted that the current army chief General Ashfaq Parvez Kayani would be replaced by the next "senior most" general when he retires in November. [/HI]

In an interview to Indian news Channel on May 6, Mian Nawaz said,[HI] "I don't think he (General Kayani) will ask for any further extension or he will be interested in any further extension. I will go by the book; I will go by merit. Who so ever is the senior most, will have to occupy this...the next one, the next in line"[/HI]. According to current seniority list,[HI] Lieutenant General Muhammad Haroon Aslam, Chief of Logistics Staff (CLS), GHQ and Lieutenant General Rashid Mahmood, Chief of General Staff (CGS), GHQ are the senior most. Both will retire on 9 April 2014. [/HI]

In the beginning of the current calendar year Lieutenant General Muhammad Haroon Aslam who had been working as Corps Commander Bahawalpur was given the charge as Chief of Logistics at GHQ and Lieutenant General Rashad Mahmood was appointed as the Chief of General Staff (CGS). The CGS is the senior most position in the army after the post of the CoAS. It is among the most important and coveted positions within the military, since the CGS is the institution's operations and intelligence head.

At present, the army has 2 full generals, 23 lieutenant generals and around 160 major generals. Seven Lieutenant Generals including Lieutenant General Raheel Sharif, Inspector General Training and Evaluation (IGT&E), GHQ, Lieutenant General Tariq Khan, Commander, I Corps, Mangla, Lieutenant General Muhammad Zaheerul Islam, DG Inter-Services Intelligence (DG ISI), Lieutenant General Salim Nawaz, Inspector General Armaments (IGA), GHQ, Lieutenant General Khalid Rabbani, Commander, XI Corps, Peshawar, Lieutenant General Muzammil Hussain, Commander, XXX Corps, Gujranwala and Lieutenant General Sajjad Ghani, Quarter-Master General (QMG), GHQ are due to retire on 1 October 2014.

General Khalid Shameem Wynne, Chairman Joint Chiefs of Staff Committee (CJCSC) is also due to retire on 6 October 2013. Defence sources said that high ranking officers of three services would be considered to replace Wynne.

LOL why worry about that, NS to his credit knows how to pick the best one, lets hope he listens to Choudary Nisar's advice again.

ISLAMABAD: In a major reshuffle of the senior military hierarchy, Corps Commander Lahore Lt Gen Rashad Mahmood has been posted as the Chief of General Staff (CGS), a key appointment at the General Headquarters.

Lt Gen Rashad Mahmood, who served as Military Secretary to deposed President Rafiq Tarar, would assume his new assignment as Principal Staff Officer in his capacity as the CGS on January 20 on the retirement of present CGS Lt Gen Waheed Arshad.

Corps Commander, Bahawalpur, Lt Gen Muhammad Haroon Aslam, has been posted as the Chief of Logistic Staff (CLS) at the GHQ. The office of CLS remained vacant for some time since the shifting of Lt Gen Abid Pervaiz to Multan as Corps Commander.

In another important decision, recently-promoted Lt Gen Zubair Hayat (present GOC Sialkot) has been posted as Corps Commander, Bahawalpur, as successor to Commander Bahawalpur Corps Lt Gen Haroon Aslam.

Another newly-promoted Lt Gen Maqsood Ahmed (presently posted in ISI) has been posted as Corps Commander, Lahore, to succeed Lt Gen Rashad Mahmood.

Top circles in the federal capital say these postings assumed an added importance as the list of aspirants to become four-star generals has been completed with all the three top lieutenant generals on the seniority list posted to the GHQ.

Two top-most lieutenant generals would surely be promoted as four-star generals on the completion of tenure by Chairman Joint Chiefs of Staff Committee (CJCSC) Gen Khalid Shameem Wynne in early October this year, and on completion of the second three-year tenure by Chief of the Army Staff (COAS) Gen Ashfaq Parvez Kayani on November 27 this year.

Top sources reveal that by October this year, Lt Gen Muhammad Haroon Aslam would be on top of the seniority list of three-star generals. Lt Gen Haroon Aslam is also a commando and he had served in the Military Operations Directorate and with his new appointment as the CLS after serving as corps commander, he would be ready for promotion as a four-star general.

Since the present set-up has been maintaining the policy of appointing senior-most officer to head Pakistan Navy and Pakistan Air Force, there is every chance for the senior-most three-star general to become a four-star general with his appointment as the chairman JCSC in the first week of October 2013.

If the government of the day and the president decide not to give further extension to Gen Kayani beyond November 27 this year, there is a chance for Lt Gen Rashad Mahmood, now posted as the CGS, to be appointed as COAS.

However, by October this year, Lt Gen Haroon Aslam (now CLS) will be on top of the list of three-star generals. He would be followed by Lt Gen Rashad Mahmood (now CGS), Lt Gen Raheel Sharif (IG&TE), Lt Gen Tariq Khan (Corps Commander Mangla) and the present DG ISI Lt Gen Zaheeerul Islam will be the fifth on the seniority list.

However, in between, the country will undergo the general elections most likely in May and President Asif Zardari would complete his five-year tenure in early September this year.Many defence experts, analysts and former military generals shared their views with The News on the four-star appointment towards the end of the year. They have one common view that if all goes well according to the script (I find this as the most interesting info), the principle of seniority will be observed in the case of promotions and appointments for the office of chairman JCSC and COAS.
