USA doesn't trust PAK to give them donation for Displaced

Pakistan's military offensive in Swat and neighboring districts against Taliban militants continues with victories in several valleys. As Pakistan asks for more economic and military aid, USA wants to find way to give donation directly to the displaced people instead of going the traditional way(Going through the government).
