The band-aid/ad-hoc mentality towards disasters in our country

As a student of Human security, disasters, and environmental risks it breaks my heart to see that we have very weak to non-existing policies regarding anything, especially the semi-periodic disasters that our country faces. Each time all the people wake up to the disaster when it has already hit and then the usual shitshow starts, institutions blaming each other for responsibility, politicians flinging shit on each other. There are some usual tropes during these disasters,
1. Govt. is doing nothing, leaders should be on the ground, but in reality, we don't need to have any leader in the field, what we need is an effective operational policy, and institutions to implement it.
2. Army is the only one who is helping, but in reality, they don't have to, if they let the civilian institutions develop.

Our NDMA, PDMAs, and DDMAs are just usual bureaucratic bullshit-ry, some BA guy sitting in the office is trying to make things work, or a knucklehead retard armymen is enjoying his retirement along with a second job.
we need to have a proper institutional framework, operating policy, emergency plans, equipment, manpower, and all this before the disaster hits. Always remember, NO GOVT can ever stop a natural meteoric event or an earthquake, what you can hope to do is make it difficult for it to kill people.

ARMY is not meant for natural disaster management. they are build for War Disaster management somehow.
