Telecom lobby questions use of USF money to help pay off circular debt

KARACHI: The Internet Service Providers Association of Pakistan (Ispak) has raised the issue of transfer of funds from universal service fund (USF) to the federal consolidated fund (FCF) by Finance Minister Ishaq Dar on Saturday.

Propakistani, an Islamabad-based blog that covers IT and Telecom news, reported on Friday that the Pakistan Muslim League-Nawaz (PML-N) government transferred Rs50 billion from the USF an independent body meant for the expansion of telecom services in remote areas to the finance ministry for settling an exiguous part of the circular debt.
It has been learnt from media reports that the government has either diverted or is planning to divert the balance available in the USF to FCF to pay to the power sector, said Ispaks letter to the finance minister.
Earlier, the Economic Coordination Committee, in its meeting, decided to put into the federal consolidated fund over Rs17 billion collected through the USF of the information technology ministry. It held that the ministry had been keeping these funds with itself illegally, according to media reports.
Licensed telecom operators have been earnestly contributing 1.5% of their gross revenues to USF for the sole objective of promoting telecom infrastructure in un-served and under-served areas of the country, the letter said.
USF contributions are not tax revenues for the government, and its diversion to the FCF will be ultra vires, illegal and contrary to the provision of Pakistan Telecommunication (Re-organisation) Act, 1996, the letter said. Such diversion also infringes the licensed rights of all the telecom operators and is contrary to the USF Rules, it said.
Diverting USF money for other governmental expenditures will tarnish the image of Pakistan in the eyes of international investors and will seriously hamper the efforts to generate decent revenues from the forthcoming auction of 3/4 generation spectrum, it said.
Ispaks letter asked Dar to abandon any such move in the best interest of the country and telecom sector.
A committee comprising Federal Minister Zahid Hamid, Minister of State Anusha Rehman and the secretaries for law and finance will formulate rules within three days for the utilisation of the USF.

At the end govt. will say we have achieved the land mark of clearing circular debt.... and common people will believe that they have done a miracle, without knowing that in achieving that goal Many growing sectors are buried, price hike is at irreversible height.... what not and what not.....

Guys Guys how many times I repeat Dar is a criminal, criminal destroy countries not construct them.
He is playing number games, get from here and there and claim look we cleared circular debt. Pakistanis should ask to whom it is paid? To their cronies running power plants and getting paid while not producing the electricity?

After few months see the debt rising again. Is he going to tax people once again to clear the debt?

I am not opposing them because I am part of any opposition, I don't belong to any party. I oppose them because I am certain that they are thieves and thugs and thugs don't build nations, period.

Janab sab se pehle KPK mein masoom logon ki zindagion ka tahafuz karain phir kisi doosray per keecharr uchalna,aik to aap logon ko stories bayan karne ka bohat janoon hai..woh bhi thief hai ,yeh bhi thug hai,woh bhi dakoo hai ..yeh bhi noora hai woh bhi patwari hai,,aap batna pasand karain gay ke ilzamaat ke siwa bhi kuch hai aap ke pass ? PTI ke CM Khattak ne 1 month ke ander Helicopter ka private istmaal kar ke yeh sabit kar diya ke PTI sirf ilzamaat ki siasat karti hai aur deshatgardi ko rokne mein na sirf nakam hai balke serious bhi nahin........

First of all I am not a PTI supporter, I think you deliberately ignored my comment that I do not belong to any party. Any way I can answer the question for you from the knowledge I gain at this forum. The CM of KPK paid the expenses of Helicopter from his pocket and received reprimand from IK.

PTI is not responsible to make policy against terrorism, it is squarely PMLN responsibility. Today there had been two blasts in Pakistan one in Peshawer and second in Quetta. Do you seriously think the Quetta's blast responsibility is with PTI? Grow up dude.

I ask you one similar question, do you know in the log of the helicopter hired by Punjab Government for the official used there had been entries without any mention of who traveled on those dates. It was the money spent from the taxes of a poor nation, care to tell us who was spending poor's money like his personal property?

How did Nawaz traveled during the elections? But I know like many hypocrites before you, you wouldn't answer the questions. The truth is, I am not negative, I am realistic. Knowing the reality and nature of thieves I cannot act like an idiot and start thinking that they could do anything positive for Pakistani nation.
They are looking for their own interests, without shadow of any doubts, period.
