On 14 May 2018, the Government of Pakistan announced that it will establish the Pakistan Space Centre (PSC) to start the domestic development and manufacturing of satellites. According to a report by Pakistan’s state-owned Associated Press of Pakistan (APP), the PSC will undertake its programs “in accordance with international space standards” in the coming years.

The APP also reports that Pakistan will complete feasibility studies for two new projects:

Pakistan Remote Sensing Satellite 02 (PRSS-02) with “sub-meter” resolution image capture capability.
Second, the Pakistan Navigation Satellite System (PakNav), which will provide Pakistan with “independent satellite navigation for both civilian and strategic purposes”.
The PRSS-1 was initially scheduled for launch (by China) in March 2018, but this has been delayed due to some reasons. However, Pakistan is still committed to launching it in 2018.

The initiative, if it becomes a reality, would be a big step forward to the space development programs in Pakistan.

Recently, Pakistan and China signed an agreement for the development and launch of PakSat Multi-Mission Satelite (PakSat-MM1) as well. PakSat-MM1 will primarily function as a communications satellite with the capability to provide Direct-to-Home (DTH) services. The PakSat-MM1 will primarily serve a commercial role, e.g. provide Direct-to-Home (DTH) services.

In April 2018, Pakistan also signed a contract with China Great Wall Industry Corporation (CGWIC) for a “gap filler satellite” orbiting in the intended orbital location of the PakSat-MM1. As per the MoU, CGWIC and Pakistan will share the cost of the production, launch, and operations of the satellites equally.

President Ayub Khan set up SUPARCO in 1960's to design, manufacture and launch satellites and propulsion rockets. In fact a weather satellite "Rahbar" was launched from Karachi in 60's (don't remember the exact year).
So what happened to this agency since?

It seem this agency has been in sleep mode for decades.It is best to disband it and start with a new space agency.Competent scientists and managers should be appointed to run this agency.The first step should be to design and manufacture indigenously designed satellites.Pakistan should also aim to to launch the satellites by itslef.The government has to set up a space centre where satellites and rockets can be designed manufactured and launched.

Answer is simple, Lack of interest, political will and budget.

SUPARCO has a budget of 3-4 billion rupees a year, while Indian Space agency budget is close to 200 billion Rupees. Which means that Pakistan's 50 years budget is equal to India's 1 year budget. So are you still curious why it is behind???

And that's a shame, instead I would call it a criminal negligence.

Shameful...finally they are restarting a program that was successfully started in 1960's by then president Ayub Khan. Now we are at least five technology generations behind.

Nawaz Noora was never interested in science and technology.He spent billions of dollars on roads and underpasses in Lahore to get votes.He could have alloacted money to establish a space centre.Initially Pakistan should design and build its own satellites.In future plans must be made to launch the satellites.Pakistan launched Rehbar-1 rocket in 1962,had we continued with the program we could have designed and manufactured rockets and launchers by now.

SUPARCO was founded by Dr Abdus Salam and we were far ahead of india at his time

In 1960s we were far ahead of every country in South Asia and many far east countries in most of the social and economic indicators, until the corrupts were imposed on the country.
Zulfikar Ali Bhutto destroyed the economic fabric of the country;
Zia-ul-Haq destroyed the social fabric of the country;
Successive Benazir and Nawaz Sharif rule destroyed the ethical, social and economic fabric of the country;
Zia and Musharraf destroyed the political fabric of the country.

Lucky us to have such leaders who contributed their share in destroying the country!
