According to Dr Moeed, if PPP would have been in government, they wont have been able to bring Punjab Police to Islamabad and hence would have had to deal with the protesters in a political manner by accepting their demands. However, since PML N government has Punjab Police at its disposal they are using the police to crack down on protesters and trying to resolve the issue by crackdown and arrests.

Why Punjab Police going back will help resolve? - More than 30,000 officers and constables of Punjab Police are occupying schools and colleges in Islamabad which is now making it impossible to open up 27 schools which were supposed to resume after summer holidays several weeks ago. But this is only one logistical and educational challenge for Islamabad amongst many other issues. There is a big political dimension.
Imagine if Punjab were governed by PPP or any other party. Would PMLN govt in Islamabad be able to bring 30,000 plus Police from Punjab to deal with its political challenges? Access to coercive apparatuses and power is a huge mental impediment in terms of resolving political issues. When a govt is confident that it has sufficient coercive power at its disposal (and unlike European democracies is not restricted by constitutional and societal constraints in terms of using force) to face political challenges it is tempted to turn "political challenges" into "administrative challenges" and then to deal with them as "law & order problems" and to handle situation in a way that turns its political opponents into arsonists and finally common criminals. This is precisely what the govt has done and still trying to do in the last few weeks.
Take the support of Punjab Police away from them - and you will find minds and attitudes changing. You will find Govt sitting sincerely across negotiation table, instead of playing gimmicks and tricks, and giving its opposition a reliable transparent Election Audit Mechanism with a JIT - something which they are not prepared to yield despite 12/13 rounds of negotiations and endless excuses.
