There are many ways if you have smarts, starting constructions of held up Dams for millenniums ,
using local talents to built boilers and use coal of which I have thousand suggestions to control so called pollution produced from coal, wind technology.
the best is solar energy, and it can be produced plenty as Pakistan is blessed with plenty sunshine, all Govt. has to do is to make solar penals locally and cheap for poor to access and more so by grouping village folks to jointly own the systems.
Most important thing to arrest those stealing energy and recover the cost from them thereby making it cheaper for honestly paying customers, but for all this Govt. has to have courage and conviction and decency. and not greed to achieve selfish goals.

These are long term things. The need was to resolve debt issue on immediate basis.
We should do the long term things to bring the cost down and you can see gov is taking steps in right direction.

Long term things you say, do you not see that the energy spend on making bus routes in Lahore was quick and amount of construction carried out was way more than needed for Dams, but to make dames their is time constrains, why so.
