ISLAMABAD: Senator Gul Muhammad Lot of the Pakistan Peoples Party (PPP) turns out to be the richest member of the Upper House of the parliament, said the details of assets submitted by him with Election Commission of Pakistan (ECP) for the year 2010.

Lot owns property valuing Rs 1.351 billion in and outside Pakistan besides investments of Rs 1.420 billion. He has nine properties abroad including one flat each in London and Saudi Arabia and a villa in UAE.

Senator Mir Israr Ullah Zehri is the biggest landlord among the senators who owns 51,555 acres of agricultural land in seven districts of Balochistan. Another senator from Balochistan Nawabzada Haji Mir Lashkari Raisani owns seven hundreds goats, 60 camels and 12 donkeys worth over Rs. 9 million besides other property in his name.

Senator Talha Mahmood has cash Rs 21.023 million in hand, he owns furniture worth Rs 2.7 million, and he owns 15 residential plots in his name worth over Rs 43.731 million besides investments in two companies worth Rs 21.851 million.

Senator Abdul Nabi Bangash has business in Dubai worth 17 million UAE Dirham, he also owns Range Rover worth 4.5 million UAE Dirham. Interior Minister Rehman Malik has property in London worth 2.5 million British ponds and he also owns BMW worth 27000 British ponds.

Senator Ammar Ahmed Khan has net assets worth Rs 1.153 billion. Azam Khan Swati owns 19 residential plots besides four houses. He also has assets worth $6.2 million in USA, he owns furniture worth Rs. 0.395 million and Jewelry worth $0.275 million and he owns 4 vehicle worth Rs 10.8 million.

Senator Gulshan Saeed owns 2 houses worth Rs 50 million and agriculture land worth Rs 10 million. She also owns assets remitted from outside Pakistan worth 20 million British ponds. She has jewelry weighing 1100 tolas worth Rs 44 million. She has cash in hand Rs 1 million while at bank Rs 8 million. She also owns furniture worth Rs. 1.1 million.

JUI-F Senator Maulana Gul Naseeb owns no immovable and immovable property and he owns just five tolas jewelry and he has liabilities in his name worth Rs 1.2 million. Senator Maulana Abdul Ghafoor Haideri also of the JUI-F has immovable property worth Rs 0.5 million beside furniture worth Rs 0.15 million.

Senator Ahmed Ali own Mercedes 2003 worth Rs 4.2 million and a Honda 2000 model worth Rs 0.7 million and in the name of her wife he has Rs.4.9 million cash.

Senators Haroon Akhtar Khan, Abdul Haseeb Khan, M Gufran, Islam-ud-din Sheikh, Khatumal Jeewan, Abdul Khalid Pirzada and chairman senate Farooq H Naek are among the senators who has no vehicle in their names. Interestingly Senator Gulzar Ahmed Khan and Waqar Ahmed Khan have no vehicle and jewelry in their name. Senator Nilofar Bakhtiar owns 7 residential plots.

Syed Nayyar Hussain Bukhari the leader of House in the Senate he has no assets or bank account in any foreign country. He has business capital within Pakistan worth Rs. 0.195 million. He owns a 1990 model Cheverlet Caprice car whose value is only 0.5 million as per his declaration. He owns 30 tolas of gold valuing Rs. 1.2 million. The senator had a bank account of Rs. 1.31 million in UBL F-8 Markaz Branch while the worth of his furniture and articles of personal use he valued at only Rs. 0.2 million.

The Leader of House, his spouse and son own significant properties in and around Islamabad. A commercial plot he owns in I&T center G-9/4 sector of Islamabad he purchased at Rs. 0.370 million on some unspecified date is now worth Rs. 15 million, another plot he purchased at Rs. 1.8 million has now appreciated to Rs. 15million.

He owns 236 kanal of land in district Haripur, which he inherited from parents. The value of the land he showed in assets is Rs. 23.6 million. He purchased 231 kanal of land at village Jandala at Rs. 2.3 million, which according to him now values at Rs. 23.1 million while another piece of land measuring 20 kanals in village Tarlai is he purchased for Rs. 15 million is still worth the same amount.

Similarly his spouse owns some ancestral land and share in a house in a posh sector of Islamabad and in two CNG stations. His son owns a farm-house worth Rs. 10 million. Leader of the opposition in Senate, Senator Waseem Sajjad owns at least 10 plots, houses and farm houses in the country besides shares and accounts in national and international banks. He declared that total net worth of his assets at Rs. 131.6 million.

Senator Ishaq Dar from PML-N is also a filthy rich person. He owns a House in Gulberg Lahore values Rs. 45 million. The Senator and his wife purchased 20 kanals of land some time back in Islamabad at for Rs. 7.02 million each. He did not mention the current value of this land. The Senator has a villa in UAE that he purchased at UAE Dirham 10.18 million.

Dar owns three luxurious vehicles including a Mercedes Benz worth Rs. 10 million. Various shares and business worth millions of dollars in and outside Pakistan. Ironically the value of his furniture, fittings and articles of personal use is only Rs. 250,000.

Chief of Pakistan Muslim League-Quaid Chaudhry Shujaat Hussain declared that his share in two residential houses in posh localities of Islamabad and Lahore was worth only Rs. 5.2 and 3.4 millions respectively. He did not give the current value of these houses believed to me worth several millions each. He stated that since these houses were not on sale hence he was giving purchase price as current value as well.

Shujaat one of the most influential politicians of the country declared he owns 78 acres of agriculture land whose value according to him is only Rs. 0.376 million while the value of another 12.5 acre land is Rs. 4.5 million. He has stock shares worth Rs. 10.04 million and cash in bank accounts Rs. 51.78 million. Interestingly Shujaat is among those legislators who do not own a car of their own.

Parliamentary leader of MQM in the Senate declared that he has four residential properties in Karachi. He valued his two houses in North Nazimabad in Karachi at Rs 61 million and 37 million respectively.

A REPORT published in this newspaper on Saturday seems to confirm the widely held belief that Pakistan is a nation with millions of poor people ruled by some extremely wealthy politicians. According to a statement of assets and liabilities supplied to the Election Commission, it has emerged that the PPP`s Gul Mohammad Lot and Ammar Ahmad Khan are among the richest men sitting in the Senate of Pakistan, with property and investments adding up to billions of rupees. These gentlemen are not alone as the JUI-F`s Azam Khan Swati and the BNP-A`s Israrullah Zehri are also considerably well-off. These and other members of the upper house also lay claim to thousands of acres of land, expensive properties in Pakistan and abroad as well as luxury vehicles.
Yet it is clear that this is not the whole picture as there are several politicians who may have even more money but have not declared their assets. The posh cars in the National Assembly parking lot are one indication of how many of our parliamentarians can afford to live it up. So, credit must go to those parliamentarians who have declared their assets. However, the fact remains that the system lacks transparency. For instance, one wonders how a former civil servant has come to own property in London worth over a million pounds, as is the case with the current interior minister, who is also a senator. There is nothing wrong with having or making money, as long as it has been acquired in a legitimate manner and taxes are paid. But therein lies the problem.
One figure says that the total revenue that will be lost due to tax evasion in the fiscal year ending June 30, 2011 adds up to over a trillion rupees. According to another estimate, fewer than two per cent of Pakistanis pay income tax. In fact, tax evasion is endemic in Pakistan, especially amongst the financial elite, many members of which sit in the nation`s assemblies. The Federal Board of Revenue and the Election Commission need to properly investigate whether taxes have been paid on parliamentarians` income and assets. The National Assembly`s Public Accounts Committee must also play a more active role in this regard. If bureaucrats can be questioned for alleged financial misdeeds, why not MNAs and senators? Of course, they are not the only ones who should be censured: landlords, generals and business tycoons who live beyond their means and don`t pay taxes all need to answer to the taxman. Yet our elected representatives have the added responsibility of leading by example of which paying their due share of taxes is one aspect.
