ISLAMABAD: Govern*ment ministers and senior members of the Pakistan Muslim League-Nawaz on Monday began their week by brainstorming ways to win the support of the main opposition Pakistan Peoples Party, for its proposed judicial commission.
Held at the Prime Ministers Office, the high-level huddle also held detailed deliberations on a parallel proposal the possibility of formation of a parliamentary commission to look into the finances of all Pakistanis named in the Panama Papers.
The latter proposal is ostensibly part of the ruling partys efforts to shift the PPPs loyalties away from the opposition camp, and Mondays meeting discussed the pros and cons of constituting a parliamentary commission without taking other opposition parties on board.
Participants of the meeting, which was chaired by Finance Minister Ishaq Dar assisted by the top legal minds in the party further refined the terms of reference (ToRs) of the proposed judicial commission and its support staff.

A participant of the meeting told Dawn on Monday that the thrust of the discussion was the question of how opposition parties, especially the PPP, could be taken on board over the formation of the judicial commission.
Punjab Chief Minister Shahbaz Sharif, Information Minister Pervaiz Rasheed, Railway Minister Khawaja Saad Rafique, Power Minister Khawaja Mohammad Asif, Commerce Minister Khurram Dastagir, Planning Minister Ahsan Iqbal, Law Minister Zahid Hamid, Safron Minis*ter Abdul Qadir Baloch, IT minister Anusha Rehman and PMs Adviser Irfan Siddiqui were present at the meeting.
While there was broad agreement among participants that persuading the PTI over the setting up of the commission would be difficult, all-out efforts should be made to ensure that the PPP and other parliamentary parties understand the governments intentions.
According to one suggestion, shared by the participant, a parliamentary committee can also be constituted side-by-side with the judicial commission to probe the accounts of all those Pakistanis whose names have been appeared in the Panama Papers.
The PPP has already demanded that the task of investigating the allegations thrown up by the Panama Papers leak should be handed to a joint parliamentary committee, and has rejected a retired judge-led commission, announced by the prime minister earlier this month.
We are trying our level best to reach out to all parliamentary parties and generate a consensus over the proposed commission, another participant of the meeting told Dawn, adding that the exercise might take two to three days.
But the final decision regarding the public announcement of the commission, he said, would be taken by the prime minister.
Other prerequisites for the commission, such as the selection of FIA and police officers, forensic experts, and accountants who will assist the head of the commission in establishing the money trail of Pakistanis who have set up offshore companies will also take time.

اسلام آباد: حکومتی وزراء اور مسلم لیگ (ن) کے سینئر ارکان نے رواں ہفتے کا آغاز پاناما لیکس کے حوالے سے اپنے مجوزہ جوڈیشل کمیشن پر اہم اپوزیشن جماعت پاکستان پیپلز پارٹی (پی پی پی) کو راضی کرنے کے طریقہ کار کی کھوج نکالنے سے کیا۔
وزیراعظم ہاؤس میں ہونے والے ایک اعلیٰ سطح کے اجلاس میں معاملے کے حوالے سے متوازی تجویز پر بھی تفصیلی مشاورت کی گئی، جس میں پاناما پیپرز میں شامل تمام پاکستانیوں کے مالی معاملات پر غور کے لیے پارلیمانی کمیشن کے قیام کی تجویز دی گئی تھی۔
حکمراں جماعت کی جانب سے پارلیمانی کمیشن کی تجویز بظاہر پیپلز پارٹی کی اپوزیشن کیمپ سے وفاداری بدلنے کے لیے دی گئی، جبکہ وزیراعظم ہاؤس میں ہونے والے اجلاس میں پارلیمانی کمیشن کے فوائد اور نقصانات پر غور کیا گیا۔
وفاقی وزیر خزانہ اسحاق ڈار کی زیر صدارت ہونے والے اجلاس میں شرکاء نے مجوزہ جوڈیشل کمیشن کے ٹرمز آف ریفرنس (ٹی او آرز) کو مزید بہتر بنانے کے لیے اپنی تجاویز پیش کیں۔
اجلاس میں شرکت کرنے والے ایک عہدیدار نے ڈان کو بتایا کہ اجلاس کا اہم مقصد وہ طریقہ کار ڈھونڈنا تھا کہ عدالتی کمیشن کے قیام کے حوالے سے اپوزیشن جماعتوں، بالخصوص پاکستان پیپلز پارٹی کو کیسے اعتماد میں لیا جائے۔
اجلاس میں وزیر اعلیٰ پنجاب شہباز شریف، وزیر اطلاعات پرویز رشید، وزیر ریلوے خواجہ سعد رفیق، وزیر پانی و بجلی خواجہ آصف، وزیرتجارت خرم دستگیر، وزیر منصوبہ بندی احسن اقبال، وزیر قانون زاہد حامد، وزیر سیفران عبد القادر بلوچ، وزیر آئی ٹی انوشہ رحمان اور وزیر اعظم کے مشیر عرفان صدیقی شریک تھے۔
اجلاس کے شرکاء میں اس بات پر وسیع اتفاق پایا گیا کہ عدالتی کمیشن کے قیام کے حوالے سے پاکستان تحریک انصاف (پی ٹی آئی) کو راضی کرنا مشکل ہوگا، لہٰذا تمام توانائیاں پی پی پی اور دیگر اپوزیشن جماعتوں کو منانے میں صَرف کی جائیں۔
اجلاس میں ایک تجویز یہ بھی دی گئی کہ عدالتی کمیشن کے ساتھ ساتھ ایک پارلیمانی کمیٹی بھی تشکیل دی جائے، جو پاناما پیپرز میں شامل تمام پاکستانیوں کے اکاؤنٹس کی تحقیقات کرے۔
پیپلز پارٹی پہلے ہی یہ مطالبہ کرچکی ہے کہ پاناما لیکس میں لگائے گئے الزامات کی تحقیقات کا ٹاسک مشترکہ پارلیمانی کمیٹی کے سپرد کیا جائے، جبکہ اس نے ریٹائرڈ جج کی سربراہی میں بننے والے کمیشن کے حکومتی اعلان کو مسترد کردیا۔
اجلاس کے ایک اور شریک کار کا ڈان سے بات کرتے ہوئے کہنا تھا کہ ہم مجوزہ عدالتی کمیشن پر تمام پارلیمانی جماعتوں کا اتفاق رائے قائم کرنے کی بھرپور کوشش کر رہے ہیں، جس میں 2 سے 3 دن لگ سکتے ہیں۔
تاہم ان کا کہنا تھا کہ عدالتی کمیشن کے حوالے سے حتمی فیصلہ وزیر اعظم نواز شریف کریں گے۔
حکومت کے قانونی مشیر کا عدالتی کمیشن کی سربراہی کے لیے جسٹس ریٹائرڈ سرمد جلال عثمانی کے نام کے حوالے سے کہنا تھا کہ ہم اس حوالے سے دیگر جماعتوں کی تجاویز کا انتظار کر رہے ہیں، جبکہ کمیشن کے سربراہ کا انتخاب باہمی مشاورت سے کیا جائے گا۔
دوسری جانب وزیراعظم ہاؤس کے میڈیا سیل نے منگل کی رات کو نواز شریف کی وطن واپسی کا اعلان کیا ہے۔
وزیراعظم ہاؤس کے سینئر عہدیدار نے بھی ڈان کو بتایا کہ چونکہ نواز شریف وطن واپس آرہے ہیں، اس لیے پاناما لیکس کی تحقیقات کے حوالے سے جوڈیشل کمیشن یا پارلیمانی کمیٹی کے قیام کا فیصلہ وہ خود کریں گے۔
