This is exactly what I was looking for. Thanks for detailed explanation. So basically awaam ko bewaqoof banao bus. The previous explanation to my post was so lame. People just don't understand tere is no such thin is circular debt in the financial world.

To add further, note that this payment crisis will continue for years, likely for the length of the power agreements signed with respective power companies by the GoP (read Asif Ali Zardari). So you may call it circular or revolving or omnipresent debt, whatever name, matters little...

The roots of this so-called 'circular' debt lie in PPP/Asif Zardari's Energy Policy of 1994, which you may like to google/review some time, with two key drivers:

(1.) Incentives promised by GoP: The tariff rate that was agreed upon between GoP and private investors had two components. There was a CAPACITY charge/payment and an ENERGY charge/payment. These power generation contracts promised the investors that the government would buy 60% of the installed capacity of the plants—NO MATTER WHAT. Technically speaking this meant that even if the plant is not running (for reasons other than repair and/or maintenance outages) the government still has to pay 60% capacity payments to the investor. The Energy payments dealt with production of electricity by the plant above its 60% capacity. The Capacity payments also included several other guarantees, e.g. a guaranteed return on equity, protection from fluctuations in exchange rate, inflation, etc.

(2.) Fuel Inputs: The GoP also made furnace oil the fuel of choice for the private power generators. Fuel costs were also made a pass through items i.e. any changes would be passed on from one company to the next along the supply chain.

It's the evil genius of Asif Zardari; no wonder the country ended up with a clear divide between the two cycles: flow of fuel and flow of revenue. Power generation companies complain that they have been unable to obtain fuel from Pakistan State Oil, and so cannot operate or operate at less than usual capacity, which in turn results in power shortages, and the GoP complains it doesn't have the revenues to compensate the power companies at the tariffs agreed on.

So the crisis is here to stay despite whatever temporary measures or relief, unless someone is bold enough to initiate major policy/statutory reforms to rectify the wrongs of the PPP (read Asif Zardari) Energy Agreements (again not that simple, as the GoP has given sovereign guarantees to all these FDI projects)...

PSO imports oil, on credit.

IPPs use this oil to produce electricity and sell it to DISCOs, on credit.

DISCOs sells electricity to consumers, on less than cost.

Many consumers do not pay bill for electricity they consumed.

DISCOs do not have money to pay IPPs for electricity they purchased.

IPPs do not have money to pay PSO for fuel that they purchased.

PSO does not have money to pay for oil that it imports, so sellers no more willing to sell oil to PSO.

This is how circular debt has been created.
