I am replying to the latter part:
1.There is very low literacy rate which is a core issue and nucleus of our problems.
2.We are a poor nation.
Both need eradication as a solution.
Allama Iqbal said:

(meaning we take dictation, because we do not have access to our selves.)
We need a leadership and inshaAllah it is coming soon.
