there is no such thing as 'gas ki chori' or 'electric ki chori'. Nobody steals them. This is all propaganda by the companies to hide their own kartoot.
All this 'chori' is actually sale by the employees of the companies on private business. The money earned from this 'behind the back' sale does not reach its legitimate owners.
I am an eye witness to one such chori. A curb-side welding outfit had an electric cord connected to the bottom of the power poll erected at the side walk.
I asked the shop owner, who happened to be also a Bihari from the East Pakistan, why was he stealing the power. Here was his reply
Chori kahan kartey hain yaar. WAPDA ka har amzada aadmi
ko Rs500 (in 1972) detey hai har maheena'
so if anybody wants to recover the past theft, all he has to do is freeze the accounts of WAPDA top executives. Confiscate at least 50% of each accounts balance into the actual WAPDA account. that will be a justice to remember
