In Canada every 18 years and above have to file tax return does not matter he make anything or not even he has to file it as ZERO.

That is not accurate. You have to file if you owe tax or if you want a refund and there are a bunch of other conditions like if you have capital gains or want to contribute to RRSP.
So why do people who have very little or no income file it? Because you can get Trillium benefits or Child Tax credits or things of that sort. Similarly you would need a tax return for many different things.
So who doesn't file? Generally it is kids over 18 who are living with parents, not working and not going to college.

Then whats the GST mentioned on every item we buy? Why is 25 rupees deducted in every mobile card? 100% of every people are paying taxes.

Mostly our women are house wife's and are not working, I myself file my wife's tax return as Zero, and in income line I have to put my income, My kids over 18 without job and student file their return as Zero. One day Pakistan can awake up from darkness.

Yes you can, I was just alluding to whether all Canadians are required to or not.
I think taxation in Pakistan cannot be fixed until the Income Tax department gets fixed. People in power don't want to fix them as they will themselves get in tax net.
In US and Canada, any monetary transaction over $10,000 gets recorded. Whether it is a bank transaction, cross border or an item bought on cash, all these must be reported on the form. If you don't have legal income to back it up (if audited), not only you have to pay tax on it, you have to prove the money is not proceeds of drug transactions or any other illegal activity. Still there are loopholes and some people evade some tax, but most people pay most of the tax.
There is a saying in US "you can't escape death and taxes"
