Although I am not a fan of local auto manufactures who no doubt failed to protect and advocate for Pakistani consumers. But, I am inclined to say that government has a negative role behind high prices of these cars. Here are the actual numbers on an invoice for a 2018 Honda Civic. I'll let you be the judge of this.
Total Revenue collected by the government through invoice 495,641.03
Cost of registration (Approx) 65,000.00
(560,641.03 On every Civic being sold in Pakistan OR $ 4215 Approx)
Please also keep in mind that everything installed in new cars is mostly imported and government collects custom duties on all those parts & kits as well.

Lower middle class come on man it’s not easy fruit seller have 5 kids u think they buy Civic na very few . It’s all about quality of local cars. Price is same everywhere for new car. I know in west kids start driving on $2K car not $30K car.Reasonable transportation is everyone's right. Rich people do not drive a Civic. It is dream of lower-middle class only.
In a civilized work high-school kids buy Civic as their first car. In Pakistan it is not possible because of the corrupt system.
If you finance through a bank, monthly payment is only around 30K. Even a fruit seller in Pakistan makes more than 100K per month. So it is just matter of choice!

What are pricing of new cars in other countries. We need to upgrade our public transportation this is need of all lower classes not cars that important for us at the moment.As a general rule, one should spend no more than 20% of his income on transportation. But in Pakistan it is way beyond that. Poor people get looted a lot more when you have high price cars.
When poor don't have cars, they use Taxis which costs them a lot. I used taxi few days and I was spending 1000-2000 rupees everyday on Taxi service. It was ridiculous and ugly.
