1. Its very nice of the US State Dept to seek permission of copyrights. What would any one do IF they had started using w/o permission or compensation? Has anybody from president right down to local SHO ever been able to do with Americans? Even the worst spy, Davis got cut lose free.
So you may have choose wrong words here: Inferiority complex.
2. if the developers are reading this please note. Negotiate like a good business man. instead of selling to them lease to them on a pre-negotiated amount per person per month. This is how all software companies do business.
negotiate a good amount. $$$$/month/person. Or you could grant them a Site Lease where you collect money every month and they can use for as many people as the want, and spend part of that income to develop this software even further or develop other software. Sky is the limit for you.
