The ADP for 2013-14 is Rs40 billion higher than the previous year’s (2012-13). As many as 1,578 development schemes have been identified this year compared to 1,178 last year.

Of the total ADP, Rs259.463 billion would come from indigenous sources [share from the divisible pool and provincial collections]. According to the budget document, around Rs30.537 billion will come from foreign aid.
As much as Rs165.549 would be spent on initiating new development schemes and Rs124.450 on ongoing development projects. The document states that the size of the net development programme is Rs240 billion, while Rs50 billion has been set aside for special initiatives.

Shahbaz again rejects US aid (But allows NATO supply, Drones and US AID funded projects : The Irony is unmistakable)

ISLAMABAD: Punjab Chief Minister Mian Shahbaz Sharif has said that no US aid, no matter how huge it is, would be accepted by the province till the complete halt of the drone strikes by Washington.

“We have been refusing to accept US aid of hundreds of millions of dollars for the last two and half year and would continue to do so to register our protest against Washington’s drone policy,” Shahbaz Sharif said.

The Punjab chief minister said this in response to a question raised by this correspondent as part of a study over the strange dichotomy in the strategies adopted by the Federal, Punjab and Khyber Pakhtunkhwa (KP) governments against the US drones. The similar confusions are reflected in the policies of the two parties-the PML-N and the PTI-ruling the Centre, Punjab and KP.

All the three governments are against the US drone strikes inside Pakistan. They also consider this policy of the US as a major cause of fuelling extremism and terrorism here. In their respective official statements, all three also shared the same view that the recent drone strike that had hit Hakimullah Mehsud, had actually hit the dialogue process as approved by the political leadership of the country in the last APC.

However, all the three governments still have their own strategies, different from one another.The federal government of Nawaz Sharif is lodging its protests over US drones and seeks from the US through diplomatic means to stop drones. The Punjab government of Shahbaz Sharif has refused to get the US aid as a sign of protest against the US drone strikes. The KP government is protesting against drones but is neither becoming part of the PTI’s move to stop the Nato Supply Line nor refusing like Punjab to accept the US aid.When these strategies of the federal and two provincial governments are analysed in view of their respective political standings, both the PTI as well as the PML-N appear confused.

The KP coalition government is led by the PTI but still both the PTI and the PTI KP government are proceeding on different ways. The strange situation is that the PTI central leaders and its workers are on the roads of KP to get the Nato lines blocked but the KP government is completely aloof from this protest. The confusion is that the PTI as a party stops the lines but the PTI as a government in the province, which has the authority to do so, cannot officially do so. Instead as against the party’s anti-US policy, the PTI provincial government continues to be the recipient of US aid.

In the case of the PML-N, the federal government led by Mian Nawaz Sharif though speaks against the US drone policy but neither is in favour of blocking drone strike nor is refusing the US aid. As against the PML-N government at Centre, the party’s Punjab government led by Mian Shahbaz Sharif is refusing to accept the US aid as a sign of protest against US drones.

Though practically the PML-N government at the Centre is receiving the US aid, the PML-N government in Punjab is refusing the same. Even at the federal level, the PML-N government spokesman and information minister talks of pragmatism and oppose the stoppage of Nato supply lines. But the same government and the same party’s key leader Chaudhry Nisar Ali Khan has taken a very harsh view against the US and has gone to the extent of stating that the US is deliberately fuelling terrorism within Pakistan owing to which the government would completely review its relations with Washington.As reported on Sunday by The News, the PML-N during its opposition days has been in support of stopping the Nato Supply Line but now it considers it against the interest of Pakistan.
