If 10% avail then they will be considered as lucky and other 90% must pay for their mistake to not avail the opportunity..................................

I have one suggestion, any luxury item for which cost is more than 3000 shall be subject to 100% tax.
Government instead of focussing only on Power and fuel shall be more innovative.

Luxury items and needs of poor or medium can be identified and segregated easily.
