Govt websites approx cost

I have own an IT company (though we are a startup). A govt official approached me unofficially to develop a website for a provincial institution. He offered my company 40k (which way too low price) for the website.
My company recently developed a web application for RangDePeshawar on volunteer basis:

Usually govt website are a piece of crap (esp FBR website) which has a dull look and feel. I have worked freelance and very well know about cost analysis of web applications. I know govt has funds in millions for such projects. Can anyone here estimate budget for such govt website applications ?

It depends what they want on their website, pages, data bank, static, seo optimized and much more things. I personally think that 40K for a govt. website is low price offer.
It should be between 80-120 K

Thanks...this website isnt complete at all. It has no content which is going to filled in. I handed over the source-code to govt dept and they will populate with content. I provided them with the blue-print.

It is not official yet, it will pass through various phases of enhancements (putting in valid data and valid content). It will be approved soon but as I said, my team delivered it on volunteer basis to give them a start :)

You haven't provided any information about the scope of website.

Anyways 40K sounds very low. You said you're good at effort estimation then:

1) Create a feature list.
2) Do an internal estimation exercise by your self or with a senior developer.
3) Add some percentage for contingency. Government projects usually don't pay on time.
4) Create a professional proposal and present that to that official justifying your price.

If they agree, you win if they don't then make a decision whether you can afford to do a website in 40K or not :)

What half-baked thing you have shown, should not have cost more than Rs. 10. I can give you these templates like these for free all day long.

You've used stockphotos and tweaked one or two graphics (for which I valued Rs. 10).

What backend coding have you done? All I can see is a template with 99% stock photos.

Usually start-ups work hard, put in the effort and make their name. You're expecting top-notch money for copy-pasting a free template.

Shame, really.

The best approach would be to calculate the cost of your efforts and then price it. You will get random answers here, once you have the structure you can price your services based on unit. In this case 1 Page, 2 page, 5 page etc. Also you can increase or decrease cost based on the features you will add e.g social enabled, blogs, forums, content management, responsive design, online forms, user registration, active directory authentication, if its related to education you need moodle or blackboard integration etc.

thanks fr ur criticism. I appreciate dat. I did this volunteer work (am not asking a penny fr it). Govt offered me another project unofficially (for 40k). The link dat i shared, was completed in 48 hours. As I humbly stated dat it was just da barebones for da dept web development team to work on and further enhance :)

I know myself good with templates. Yes, it looks like a template. But template license cost money as well and you have to work on template and adjust according to customer demands. It takes also time and effort. By saying shame and 10 RS, you did not right in my opinion.

Spot on, and thanks fr such a grt reply. Yes, u r right, I will do the estimation considering website compenents i.e. pages, social integration, mobile friendly etc.

Usually govt offer lucrative rates (which I am curious abt) though late billing cycles :)

@iltaf - Without doubting you intentions, putting a link of the RangDePeshawar site here is very smart of you... getting traffic to that site (people checking it out of curiosity) from around the world will be useful for its ranking. ;)

when you have 48 hours, you cannot come up with a template built from scratch. and da irony is dat the client even himself doesnt know what he/she wants :D
