The government has been mulling to lay off more than 30,000 employees of some 20 state institutions before June 2020, apparently to plug financial imbalances and meet the fiscal deficit of the country, Pakistan Today has learnt.

However, the Ministry of Finance, while confirming the privatisation of at least 10 institutions in the near future, refused to give any number on the termination of employees.

According to sources privy to the matter, the Tehreek-e-Insaf (PTI) government has been considering the termination of over 30,000 employees besides privatisation of some 20 important institutes before the announcement of next financial year’s budget.

They said that the International Monetary Fund (IMF) officials had moved this proposal, convincing the finance ministry to lay off thousands of employees and privatise important institutes in order to address financial imbalances and meet the fiscal deficit.

“A body constituted by the Ministry of Finance has been working and preparing the list of government employees who will be terminated as per commitment with the IMF,” sources added.

They said the finance ministry and the Privatisation Commission would ensure the bidding process for the privatisation of state-owned entities while the list of terminated employees shall be completed by the end of 2019 or start of 2020.

“The terminations will be announced after the proposed privatisation of the state-owned enterprises.”

Sources further informed that the government has already dissolved Pakistan Medical and Dental Council (PMDC) through a presidential ordinance and is set to transfer the consolidated funds to the federal kitty. “With such moves, the government will be able to cushion the federal account, helping it pay back loans to the IMF and World Bank on time,” they added.

Sharing more details, sources said around 4,000 employees of Pakistan International Airlines (PIA), 3,000 employees of Oil and Gas Development Company Limited (OGDCL), 3,000 employees of Pakistan Steel Mills, 4,000 of Pakistan Television (PTV), 3,000 of Radio Pakistan, 4,000 of Sui Northern Gas Pipeline Limited (SNGPL), 3,000 of Sui Southern Gas Company (SSGC), 10,000 of WAPDA, 300 of Pakistan Electronic Media Regulatory Authority (PEMRA), 6,700 of PIMS/Polyclinic/NIRM Hospital/FGH Chak Shehzad, and 150 employees of National Institute of Health (NIH) would be laid off prior to June 2020.

Meanwhile, they added, all staff members of the Utility Stores Corporation (USC), Pakistan Medical & Dental Council (PMDC), Associated Press of Pakistan (APP) and Civil Aviation Authority (CAA) would be shown the door in case the government takes the decision to privatise these institutions.

Upon contact, a finance ministry spokesman termed the above-stated information as “untrue”. He, however, said the privatisation process of 10 state-owned enterprises would be completed soon, while the layoffs would be made later.

Responding to a question about the number of employees to be removed from the jobs after privatisation, he said, “I have no idea and no one is talking about any layoffs as of now.”

Siasi bharitiaan kii gaye hain .. these institutes are extremely over employed by previous governments... they should be have been fired long time ago ..

You Nailed it Bro..These white Elephants should be sold off with some controlling stake being in hands of Govt for security reasons. PIA, Railway, all Power distribution, Utility stores and PSM.

Do you think these 30k are appoited on merit ? These useless people have caused us billions in losses. Do you know output of these institutes over past dacade ? The only critcism i have , why 2020 , these political appointee black sheeps should have thrown out on day 1

You can not remove a single person from these institutions let alone 30K. The only cope out is privatization which the Fasadi Niazi opposed when PML-N pushed for it. Secondly , Its IMF directive to balance the accounts so how can you expect that gov shall throw out the incompetent ones? IMF has just given a blank directive

Government should reduce 50% of it’s overhead by introducing e-government, removing ghost employees, automation and privatization.
Majority of the problems can be fixed by digitalizing the whole economy. BlockChain or any similar system can be implemented with centralized database. Digitalization of data is extremely important, all records should be digitized. Once data is there it can be imported in blockchain.
some of the data is already digitalized but to centralize and secure the data, we need to invest in infrastructure/data centers/DR and trained IT professionals with proper clearance to manage it.
If government is serious about that, it will probably take 3 to 4 years to accomplish it.

What are the benefit of digitalization?
  1. It will make it easy to collect taxes when the whole economy is digitalized.
  2. If the whole economy become digitalized, it will be almost impossible to do the money laundering.
  3. It will improve our business transactions and banking sector.
  4. It will make it easy to do land reform when land records are digitalized.
  5. Buying and selling of vehicles will be easy when the ownership records are digitalized.
  6. Easy for government to hire if the background check process is digitalized.
  7. If the Criminal record is digitalized then it will be easy to find criminals.
  8. Business ownership record
  9. vehicles safety and emissions test.
  10. Marriage license

Do some due diligence before you call everyone liars

Liar or not, all the extra and ghost employees should be terminated immediately.

Zardari gave 10,000 jobs to his party workers during his tenure, PMLN did the same. You can see the performance of government departments, not a single one is performing the way it should. 40% of PIA employees can be terminated because over over employees.
Bio-metric system should be install in every government office to check the employees attendance. HD camera for surveillance with separate backup power/UPS. This should be implemented in every government owned business including yearly evaluation/performance review.
