Not sure; may be the organizers of the event or the administration who allowed this to happen.
I do not think the organisers or administration forced the performers to do this.
If their parents or religious scholars failed to ingrain this in them that their faith and culture does not allow this than let them do this. It's their life. May be the girls and their parents do not consider these acts as against belief system or against culture.
Let People Live their life the way they want.
There is No Compulsion in religion. And the system in place is democracy.

Jub kisi mulk ko bohat se sangeen massail ka saamna ho aor wassail kum houn tou Hakumatt ko kuch cheezoun ko prioritise kerna hota hai aor kuch cheezoun ko pending choarhna hota hai.
Iss waqt PTI ka focus Taleem, Sehat, Police, Land Records aor Sarkaati idaaroun ko efficient, modern aor maximum corruption free banana hai. Iskay ilawa safaee, tourism, sports, infrasructure aor energy generation hakumatt ki priority hai.
Kuch Shouboun mein progress ki raftaar slow hai per overall Best Provincial government hai by fair margin wo bhee iss k bawajood k pehli dafa PTI government mein aaee hai aor pichli hakumattoun ka **** aor naakaamian virsay mein milli hein.
PTI ki KPK mein aik aor term k baad KPK ka HDI Punjab se 2 folds better hoga InshaAllah aor jis tarah PTI KPK mein khidmatt ker rai hai awaam ki sawaal he peda nai hota k next election na jeetay InshaAllah. Aor ful majority se jeetay gee kisi besaaki ki zarurat nai hogee.
Kyun k KPK ki 85 % awaam bohat khush aor satified hai iss liye agar iss dafa KPK mein dhaandli ki gaee tou Pathaanoun ne poora KPK bund ker dena hai aor asal mein jamhooriyat derail hojaey gee aor mulk mein Anaarchy ka bol baala hoga, so nawaz sharif sahib mein itni aqal zarur hai k wo ANP JUI F k saath mil k aesa khatarnaak qadam kbi nai uthaein ge kyun k itni nabz zarur jaantay hein wo awaam ki.
