A ferocious debate has been triggered in print and electronic media by some vested interest groups that Pakistan’s military consumes the largest share of nation’seconomic pie. The nation is being made to believe that Pakistan’s military is the root-cause of economic woes of the country. These voices may sound music to the ears of the audience across the borders and across the Atlantic but these are efforts to distort the facts and tarnish the image of the security establishment. This is being done to mislead the masses who still consider their military as the savior of the last resort (and first choice) and place it in high esteem, much higher than those who they are compelled to vote into power to repent later.

Consider these facts: in 2007, Pakistan’s defense expenditure, in dollar terms was less than 3% of its GDP. With continuous downslide of rupee, this figure must have fallen to close to 2%. With defense budget at 3% of GDP, Pakistan was ranking at 46 in world nations to have lower chunk of its national income allocated to defense. (CIA-The World Factbook)

Consider the fact that even with this poor allocation, Pakistan has the 7[SUP]th[/SUP] largest defense force, a feat of most economic, efficient and effective security apparatus all Pakistanis should genuinely be proud of.


If we look at the actual budget figures for the year 2010-11, Pakistan raised Rs 2,236 billion from its taxes. After disbursement of provincial share (Rs 997.7 billion), the government was left with only Rs 1,238 billion. Out of this, Rs 855.5 billion was paid in debt servicing and repayment of long-term loans. After meeting other obligatory expenses like Rs 395.8 billion for subsidies and Rs 92.688 billion for pension liabilities, the national kitty was already short of Rs. 105.765 billion. Consider: if you fire military and civil personnel and discontinue the development altogether, will you still be able to meet all your obligatory expenses from the resources you generate? The answer is in negative. The mother of all economic problems of Pakistan is its elite based taxation system which grants exemptions to rich and mighty. They are immune to any tax liability. The country is being run out of indirect taxes contributed by the majority. Pakistan ranks at 197 among 210 nations in terms of tax-to-GDP ratio. This is due to a structural distortion; Agriculture, which is more than one-fifth of the economy and which is the source of wealth and political strength for the political elite, is outside the direct-tax regime, even in 21[SUP]st[/SUP] century.


Consider another fact: In Pakistan’s economic history, there have been periods of “boom and bust”. Ironically, economy invariably grew phenomenally (boomed) during the periods of so-called “military dictators” but it performed poorly (busted), like today, during so-called democratic and representative governments. The economic problems of the country are not a direct consequence of military and civil expenditure. These are due to willful mismanagement of economy by the incompetent political managers whose fundamental aim is to please and patronize the elite at the cost of masses and at the cost of development. Since the “dictators” have no such compulsion, the economy grows in the periods of their rule. But they too could not understand the potential of untapped economic resources.

Resource mobilization is the only panacea to fix Pakistan’s economy. Rich and mighty will have to cough up portion of their wealth, genuine or ill-gotten, to save the economy, the country and their own accumulated fortunes.

Our Military share of GDP is down since the late 80's peak (7.2) but its still quite high by world standards (3.0)(outside the Gulf).

The real scandal is how little we spend on educaton and health in comaprision.

When Hans Rosling(One of the worlds best epidemeologists) heard of this he was aghast. Our situation is unique i n the world:
i Just became aware of how very exceptional the BUDGET of the Pakistan government is. The government spend 4% of GDP on military, as high as the much richer USA do!! In % of GDP USA and Pakistan have among the highest military spendings in the world!
But in health the countries are very different! US spends 15% of GDP on Health (highest in the world) and of this the US government spends 7% of GDP on health; whereas Pakistani health spending is only 2% the most dramatic is that the government contribution is less than one fifth of that, meaning 0.4% of GDP.

THE PAKISTANI GOVERNMENT SPENDS TEN TIMES MORE ON MILITARY THAN ON HEALTH! THAT IS A REMARKABLE PROPORTION!


Defense funding is not audited. The figures are very misleading. Mushraf changed the method they are presented.
So for example all of the pensions, retirement packages are put under the civilian budget.
Another glaring ommision is that nearly all of the USAID in these 10 years has gone to the military, no strings attached for services rendered (As the Ameicans say).
This is a very detailed no. of spending. In Wikileaks they even said that the oil used in vehicles in tribal area operation were cahrged to the CSF.
Un also pays a good some for our boys serving in Africa and other God forsaken places.

By some accounts it actually twice as large as presented.

The military is very angsty about this. Thats why Mark Taibi blog on rolling stone are blocked in Pakistan as he just mentoioned this topic. Infact if you try to research these things many websites are blocked.(Use Google cache, a proxy ,SSH tunneling or the Wayback machine). He pointed out as a share of the Budget Pakistan almost spends as much as America on Defence

I may disagree with Ayesha Siqquiqa on many things but here she was meticulous in her scholarship. Its hard to read book(its like a boring thesis) and the theoretical framework is useless. But she got the numbers right and really put alot of effort getting a good picture. Thats why Mush got rid of the book at the time. You can find it online if you look around

Retired and serving officers run secretive industrial conglomerates, manufacture everything from cement to cornflakes, and own 12m acres [4.8m hectares] of public land, says Dr Ayesha Siddiqa, author of Military Inc: Inside Pakistan's Military Economy.
Five giant conglomerates, known as "welfare foundations", run thousands of businesses, ranging from street corner petrol pumps to sprawling industrial plants. The main street of any Pakistani town bears testament to their economic power, with military-owned bakeries, banks, insurance companies and universities, usually fronted by civilian employees. Ms Siddiqa estimates that the military controls one-third of all heavy manufacturing and up to 7% of private assets.
Profits are supposed to be pumped back into schools, hospitals and other welfare facilities - the military claims it has 9 million beneficiaries - but there is little transparency. "There is little evidence that pensioners are benefiting from these welfare facilities," she said.
Of the 96 businesses run by the four largest foundations, only nine file public accounts. The generals spurn demands by parliament to account for public monies they spend.
The military's penetration into society has accelerated under President Pervez Musharraf, who has also parachuted 1,200 officers into key positions in public organisations such as universities and training colleges.

Its clear where this money goes. The Military related Megacorparation like Fauji Comglomarate, Askari,AWT,NHA,FWA,NLC etc. These corporation enjoy monopolies on government contracts, many other advantages and taxexemptions. Military men also routinely take over CSS jobs and have the strangest discounts in PIA, railways even Pizza Hut.

Private corporation have to hire Ex military as they are the only people that can get things done by the govenment. Few phone calls here and there and the impossible becomes possible. There is a good reason Riaz Bahria has most of Mush era GHQ working for him.

One reason the Railway is failing is that the NLC has taken the very lucrative Crgo train service from railways since the 80's.

Same goes for everything else. Other firms like Kestral Logistics etc got exclusive defense accuisition contracts.
There is almost no oversight.

Then is ofcourse the biggest Qabza group in the country. DHA, Bharia etc. There are laws from British times which means the army can basically just take over any land it likes. Unlike Government lands ownership never gets transferred. (See ewxamples of Christina families in Military controlled Okara Farms).
The Navy and Airforce are junior partners but Faujis are no.1.
If you have friends in the Army you will have to admit its almost as if we and they live in differnt countries.

am 100% sure we can increase our salaries many times and can spend on our defence many many times but we need a zalim and imandar haakim,jo zalim ho mulk dushmano kay liyay

This propaganda is IKs first and foremost agenda that when he comes to power he will lower the defence budget.
I wonder if the history is repeating itself and instead of Young Turks this time its You Pakistanis.
May Allah save us from all evils, definitely my vote for IK is gone after this announcement.
I dont want to be a part of this more liberalism in the name of economy.
