If a common person does this he/she is stopped by Muttawas as it is Bidah. Why didn't they stop him from such acts? Any logical answer.

They only let him cling on to the wall out side the grave. He does not seem to be able to see the grave. As a whole you can only try to stop these people from doing jahalat .... strictly speaking touching the wall is not shirk, but praying to Prophet SAW is ..... Other people ae generally prohibited from touching the wall is because it will lead to more khurafaaat.
