ICH exchange to start operations next month

LAHORE - The International Clearing House (ICH) will start operations from October 1, 2012 in accordance with the policy directive issued by Ministry of Information Technology (MoIT) on Thursday, as all players of the Long Distance International operators, including the Competition Commission of Pakistan and Pakistan Telecom Authority have given a go ahead in this regard. Officials said that the Ministry of Information Technology on Thursday issued policy directive to establish ICH exchange for incoming international calls. In light of the directive, PTCL and other LDI operators have signed ICH exchange agreement to channel all incoming international traffic from a unified gateway, they added. According to the agreement, PTCL will manage the gateway while all revenue will be shared by LDIs. Further, PTA has notified Approved Settlement rate (ASR) at USc8.8 per minute, LDI share USc5.9 per minute and Access Promotion charges (APC) USc2.9 per minute to be implemented from October 1, 2012. Sources also revealed that the rate has been agreed upon, however, fine-tuning of operational modalities would take in two or months and all LDI operators will keep channeling incoming international traffic through current setup during this period. Although the CCP has expressed reservations against the idea in its policy note to MoIT and PTA, it is believed that concerns of the commission will be clarified by the Ministry. It is to be noted that cartelization, quota allocation and distorting free competition are untenable under Competition Act 2010. In this regard CCP barred LDIs, on February 8, 2012, to enter into such agreement without seeking exemption from CCP. However, this time LDIs are just complying with the federal government order to establish ICH as directive has been issued by MoIT. As per Zeeshan Afzal, the noted telecom expert, CCP cannot issue orders to government while it can even provide exemption, if seek. It is said that commission has done its part by issuing advisory note to the MoIT and any direct action against LDIs is less probable as whole ICH is under the umbrella of government. However, in this regard judicial activism may prove to be legal hindrance.He said that the steep increase in termination rates is likely to provide incentive for grey traffickers leading to drop in total industry minutes. Industry sources reveal that average 1-1.2 billion minutes are terminated in Pakistan every month, while it is expected the industry volumes to drop by 30 per cent after the establishment of ICH.

it means if we call pakistan will cost you double what we were paying earlier.........Calling India, bangladesh are lot cheaper then calling Pakistan now. Will you beleive how much now the GOVT will put in their pocket?

I also used same Localphone.com services which offered 1 p per minute to Pakistan.

But seriously its so disgusting and i cant afford 6p per minute, so annoying :angry_smile:

My friend its not double......Localphone was charging 1p per minute which has increased to 6.8p from today.

My friend buy majic jack and for 10 dollars a years call unlimited...or use vonage in canada and free to pakistan any number which is 29 dollars a month

What else you can expect from this Govt???? there is no relief for Overseas Pakistanis....thats shame. After looting whole country now they are robing overseas Pakistanis.:angry_smile:

I am sure every one will be fuming like myself after 700% increase in making a phone call to Pakistan. as we all know that is total waste of time to send our concerns to (Ministry of information of technology). I believe if there is any platform where we can protest, that is Pakistn media so here is the link if you are really effected by this decision then write something. One of us may be heard and Govt may call off this recent increase.

What we need is to slap these idiots. Stop calling Pakistan over phone. I use Viber, WhatsApp and skype. I know not everyone will have access to these especially in Pakistan but for those who do, lets use them and if less and less people call then the rates will automatically go down.

Sorry guys couldn't read the whole article, does it means call rates will automatically increase from all overseas locations?
I use localphone.com from Australia and it has been working perfectly fine for me. we extensively use the phone so i will be really mad if it is going up this much.

I remember using voip services few years ago and rates were extremely good, then all of a suuden Zardari government came and they excluded Pakistan from their exclusive packages when rates to India & Bangladesh were far better, i rang MyNetPhone.com and all they could say is "Go ask your government" it's not our fault.
Also we used to tarvel to pak using Singapore Airways and then all of a sudden they stopped their services to Pakistan when this PATHETIC PPP govt took over and when i rang, their response was "Plz contact your Pak government to find out why, it's their fault not ours".
Is there anything this PATHETIC useless and incompetent PPP government can do for Pakistanis?

It is going to impact all international calls coming in to Pakistan through VoIP. A lot of my friends and myself have now received notices from Vonage, G3 and few other companies that the rates are going up anywhere between 8 cents to 12 cents per minute and there is no more free calls for a set monthly fee. Way to go the corrupt govt. of Pakistan ... that's how you treat your remittance provider and people who are trying to talk to their loved ones from thousands of miles away. Shame on you and shame on this nation to continue to elect these looters.

^^Don't worry pcdoc, apparently it's all Imran's fault so please don't blame status quo parties. Don't even expect these people to learn anything, i am starting to give up on our nation.
I can't believe these people do NOT care about any impact on anyone, i wouldn't be surprised if these tactics are being used to fund millions of Dollars they are starting to spend on election campaign.

Calling Pakistan is hell expensive from today October 1, 2012

Pakistan Telecom Authority has increased the rates to its international carriers. Now the rates are minimum 10c/ minutes more. It is expected that the rates calling to Pakistan will be 14c-16c a minute. The rates will fall on Pakistani citizens living abroad.

I discovered that the carrier I was using has increased the rates from 1c/ min. to 25c/min. This is 25 times more expensive. Of course there are some cheaper options also but none should be less than 10c/min.

i was using comwave they had a package of $30 unllimited to pakistan
but now they said that they have removed the unlimited package to pakistan.

Try to use Skype and other internet based services for long talks. Use text message for quick short exchange of information/ inquiries.

Raise protests on different forums.
