Can some tell me the name of this Scholar? I remember, he was shot in 1996-97 in Iqbal town lahore, but don't remember his name. Can someone help me with this please.

Much respect for the departed soul and I don't mean to be specific about him, but this is the problem with "retro fitting" reason to fixed beliefs.
What a simple question, but a long winded, circumventing answer which doesn't discuss the question at all, rather, fits a fixed idea to the question.
Zakir Naik is another specialist in this. Almost all religious theologians are, not just Muslim ones. Not answering the question, only just finding every opportunity of a question turning it to preaching.

Dear ?????_????, most of the philosophers and scientists never studied the quran in detail so their view points are understandable. Such views stand no chance against people who have studied the creation and revelation both in depth. The detailed explanation can be found HERE and HERE.

Word TAQDEER is from root QAAF, DAAL and RAA. It means to put measures in place for some end goal or product. For example Allah created this universe and things in it as well as people but for doing all that he had a purpose in mind which he explains in detail in the quran. In order to get what he wanted out of all this he put in place some measures and those measures are called taqdeer ie he programmed living and nonliving things for his purpose.
The other thing he calls taqdeer is the information he revealed for mankind in form of scriptures. This information tells people why God created the universe and things in it as well as people. How they work and what is going to happen if they did this or that etc etc. For example if a person puts his hand in the fire it will burn his hand because that is the way God has made the fire to work. Earthquakes, floods, storms, thunders, lightening etc etc all work the way God has planned for them to work. All these therefore are called taqdeer. This is why whenever anything happen to people it is because of their own doing ie due to their own negligence of message of God whereby they do not pay due attention to the way the nature works and as a result suffer the consequences of their this negligence. Had they paid attention to study of natural world they could have stayed away from troubles or will have prepared themselves in advance for dealing with such situations. It is because God has given people brains and senses as well as his messages to use things properly. The quran explains things very differently from those which mullahs will have us believe due to their ignorance about the quran.
